C <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />September 11, 1972 <br />The Regular Meeting of the Mounds View Village Council was called to order by Mayor <br />Neisen at 8:00 P.M. on Monday, September 11, 1972 at the Village Hall, 2401 Highway <br />#10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Pickar <br />Councilman Johnson <br />Also Present: <br />Clerk - Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Hodges- Baumgartner) To approve the minutes of August 28, 1972 corrected on Page <br />2 to read "to recess the regular meeting at 8:32 P.M. ". 4 Ayes <br />Mayor Neisen read a Mayorial Proclamation in which he proclaimed September as Modern <br />Volunteer Army Month. He introduced two representatives from the military in attendance <br />and posed for photographs. <br />Councilman Johnson arrived at 8:08 P.M. <br />Residents Request and Comments From The Floor: <br />MSP (Hodges - Pickar) To issue a special use permit to the Spring Lake Park Lutheran <br />Church to build the Abiding Saviour Lutheran Church on Ardan Avenue between Eastwood <br />!and Red Oak Drive. <br />MSP (Neisen- Hodges) To issue a special permit to the Abiding Saviour Lutheran Church <br />allowing them to use one -half of the double bungalow at 2124 Laport for their church <br />offices up to September 1, 1973, subject to receipt by the Village of a petition <br />approving the permitted use, signed by all property owners within 250 feet of the <br />property line. <br />Mrs. Miriam Lewis of Lewis Lines, County Road H2 and Silver Lake Road asked the Council <br />why her property is zoned residential and is termed nonconforming. She stated that <br />she and her husband received approval from the Mounds View Township in 1953 for a <br />business zoning. She felt that by rezoning her property to single family when the <br />comprehensive plan was adopted, she was descriminated against. She wanted to know why <br />it happened. Mayor Neisen instructed the Clerk to search the records for an apparent <br />answer and invited Mrs. Lewis to the next Planning Commission meeting. <br />Mayor Neisen's Report <br />Mayor Neisen read the Police Report for August. <br />Clerk Zylla's Report <br />SP (Hodges - Pickar) To approve the following licenses: Cement - Arrow Construction, <br />rydal & Pearson; Heating - Spriggs Plumbing & Heating, Fleming Sheet Metal Co., and <br />5 Ayes <br />5 Ayes <br />
