Two notices were mailed on August <br />30, 1972. <br />Clerk Zylla explained that the assessment comes about as the result of an agreement <br />entered into by Blaine and Mounds View on March 8, 1971. The agreement allows parties <br />on County Road "J ", West of Spring Lake Road to connect to the Blaine water and sewer <br />system after established water and sewer charges are paid. Clerk Zylla stated that <br />Mr. Earl Holmberg, 1780 County Road "J" was contemplating connecting to the Blaine <br />system and therefore received a notice and Mr. Gary Meyer, 1748 County Road "J" had <br />connected to the Blaine system and Mounds View had paid Blaine $999.00 on April 24, <br />1972 for Mr. Meyer's connection. <br />Considerable discussion over where Mr. Holmberg should connect, whether to the Blaine <br />system or the Mounds View system, took place. After Mr. Holmberg stated that he would <br />connect to the Mounds View system the Council decided he no longer was a part of this <br />hearing since he would not be assessed under the Blaine agreement. <br />The Council recognized Mr. Gary Meyer and asked if he had any objection to the assess- <br />ment. He had no objection and he asked whether he could combine his two parcels for <br />tax purposes and still pay only one assessment charged He was informed that he could <br />do so, but when the property was subdivided again and a connection was made, an <br />additional assessment charge would be due. <br />MSP (Neisen- Johnson) To adopt Resolution No. 572 assessing the parcel described as <br />follows: Auditors Subdivision #89, the West 108' of the East 432' of Lot 1, $999.00 <br />for sewer and water over 20 years at 8% interest. <br />MSP (Johnson - Pickar) To adjourn the special meeting at 8:50 P.M. <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br />MSP (Hodges - Johnson) To allow Mr. Holmberg, 1780 County Road "J ", to connect to the <br />Mounds View sanitary sewer and water system at a cost of $1,368.80 (116' x $11.80) less <br />the difference between the Mounds View charge and the Blaine County Road "J" charge, <br />which is $210.80, so that the net charge when he connects to the Mounds View system <br />will be $1,158.00, due and payable when he subdivides Parcel 060 -01. His Mounds View <br />assessment was reduced $210.80 because the Council felt he was not benefited to the <br />extent of $1,368.80, since he had to extend the sewer and water line a great distance <br />5 Ayes <br />5 Ayes <br />
