-2- <br />Mayor Neisen explained that Sgt. John Kardell has not worked in the Police Department <br />since February, when he was reportedly injured on duty. On June 1, 1972 Wayne Thompson <br />■Ls hired to replace John Kardell since it appeared Mr. Kardell would be permanently <br />isabled. Mr. Kardell has asked him for a leave of absence until January 1 1973. Clerk <br />Zylla informed the Council that PERA has said that they are recommending the PERA Board <br />declare Mr. Kardell disabled on October 19, 1972. Attorney Meyers said if the Council <br />feels Mr. Kardell cannot do police work they should proceed to terminate him through <br />the Civil Service Commission. <br />MSP (Neisen - Baumgartner) To grant John Kardell a leave of absence until October 24, 1972 <br />and that he be requested to attend the Council meeting on October 24th at which time <br />the Council will make a determination on extending the leave of absence or recommending <br />termination to the Civil Service Commission if Mr. Kardell has not resigned by then. 5 Ayes <br />Clerk- Administrator Zylla's Report <br />MSP (Pickar- Hodges) To approve the following licenses: Cement - Concrete Constructors; <br />General Contractor - Aqua'rius Pools; Heating - Jack Heating & A.C. Company, Albers <br />Sheetmetal & Ventilating Inc.; Sewer & Water - Production Plumbing; Sign & Billboard - <br />Nordquist Sign Company. <br />MSP (Baumgartner- Johnson) To approve the following bills: General checks #6460 thru <br />#6532 and Payroll checks #2930 thru #2957. Hansen Company, certified public accountants, <br />to audit the Village financial records for 1972 at a cost not to exceed $3,200.00. 5 Ayes <br />SP (Johnson - Baumgartner) To adopt Resolution #576 declaring certain lands non conser- <br />ation and requesting the Land Commissioner to place them for sale with the exception <br />of 59- 04100 - 050 -68 which the Village desires in order to extend Groveland Park. 5 Ayes <br />MSP (Baumgartner- Hodgers) To grant a permit to the Mounds View Lions to conduct bingo <br />on Monday nights from 7:00 - 11 :00 P.M. at the Mermaid Supper Club from October 1, 1972 <br />thru December 31, 1972. 5 Ayes <br />Clerk Zylla announced that he has searched the Village records as the Council has directed <br />in an attempt to ascertain why Mrs. Lewis' business property on H2 and Silver Lake Road <br />was zoned R1 in 1960 after the Mounds View Town Board had zoned it business in 1953. <br />Clerk Zylla stated that the Mounds View minutes of May 9, 1960 showed that there were at <br />least two hearings on Mounds View's first zoning map though individual mailings may not <br />have been sent. He only could relate that the Council zoned it residential because they <br />felt it in the best interests of the Village to do so. Attorney Meyers felt Mrs. Lewis <br />probably would not have a case against Mounds View if it came to court since she waited <br />12 years to raise an objection to the zoning of 1960. <br />The Council heard a report from the Clerk on the investigation into obtaining a semaphore <br />for the intersection of H2 and Silver Lake Road. Clerk Zylla related that he had met <br />with County officials and that they would not recommend to the County Board the installation <br />of semaphores at the intersection because it did not meet the minimum warrants as outlined <br />in the Federal Manual on Traffic Control Devices.
