PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />October 5, 1972 <br />A Special Meeting of the Mounds View Village Council was called to order by Mayor <br />Neisen at 7:30 P.M. on Thursday, October 5, 1972, at the Village Hall, 2401 Highway <br />#10, St. Paul, Minnesota 55112, to consider the 1973 Village Budget. <br />Present: Also Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />Clerk - Administrator Zylla <br />Clerk Zylla announced that notices of the hearing were published in the New Brighton <br />Bulletin, St. Paul Dispatch, and Minneapolis Star. Two persons were in attendance <br />Jim Nagel, reporter St. Paul Dispatch, and Mrs. John Pickar. <br />Clerk Zylla presented copies of the budget to those in attendance and explained how <br />the general and debt levies are arrived at. He related that the total budgeted <br />disbursements for 1973 are $411,483 for the General Fund, $86,803 for the Water <br />Utility and $105,048 for the Sewer Utility. The total levy for 1973 would be <br />$136,787 for general and $96,426 for debt. The 1973 mill rate would be 12.70 (adjusted <br />to 36.31 using the 1972 computation method) compared to 37.90 in 1972. A series of <br />graphs were shown which provided historical data on mill rates, yearly disbursements, <br />debt levy versus net income of the utility funds and the dollar tax allocation by <br />departments paid by the owner of a $25,000 home. <br />MSP (Hodges - Pickar) To adopt Resolution #577 certifying a general levy for taxes <br />payable 1973 of $136,787 and Resolution #578 certifying a debt levy for taxes payable <br />1973 of $96,426. 5 Ayes <br />The Council heard a presentation by the Clerk relative to the matter of New Brighton's <br />request to have the Metro Council declare their trunk sewer an interceptor thereby <br />qualifying it for buy out by the Sewer Board. Clerk Zylla stated that the net effect <br />of such an action would be that Service Area No. 2 of which Mounds View is a member, <br />or the Metro Area,if the SAC charge is adopted,would pay New Brighton$862,311 for <br />their sewer, incur additional construction costs of an estimated $250,000 to extend <br />their sewer, and Service Area No. 2 communities would have to pay current interceptor <br />costs of about $30,000 per year the first year rising to about $90,000 per year when <br />the interceptor capacity is reached. <br />Clerk Zylla beseeched the Council to take a position in opposition to this action <br />since New Brighton would not have qualified had they not made a property transfer <br />with Arden Hills, in his opinion, in order to qualify under the Law for achieving <br />interceptor status for their system. <br />Clerk Zylla was instructed to mail notification to other interested member communities <br />of Mounds View's opposition to this proposed acquisition and proceed to try to convince <br />Arden Hills to service this area themselves, thereby nullifying New Brightons "over <br />75 acres" service area in Arden Hills. <br />
