MSP (Neisen- Johnson) To approve the subdivision request of Earl Holmberg, 1780 <br />County Road J to subdivide "ex the N 125'; the E 100' of Lot 1 also the W 116' of <br />he E 215' of Lot 1 Auditors Subdivision #89 into two lots subject to Mr. Holmberg <br />providing a letter showing that an easement is provided for the sanitary sewer line <br />which extends from 1780 County Road J to Spring Lake Road and subject to the payment <br />or the provision for payment of additional assessments totaling $1,158.00 for 1780 <br />County Road J. <br />MSP (Hodges - Pickar) To approve the issuance of a building permit to construct an <br />eight unit apartment building at 7666 Woodlawn for Patrick Delaney, subject to <br />approval of the Fire Chief and the Building Inspector. <br />Councilman Baumgartner read the Planning Commission minutes of their special meeting <br />held on October 4th at which several changes in the zoning ordinance were suggested. <br />MSP (Neisen - Baumgartner) To approve the subdivision request of Rodney Damm, to divide <br />Lot 36, Spring Lake Park Knolls Addition into the N 1/2 and the S 1/2 thereof. <br />Councilman Pickar's Report <br />Councilman Pickar stated that the Lakeside Park beach house was nearly completed and <br />that sanitary sewer will be installed yet this fall. Councilman Pickar announced <br />that there will be ice skating this winter at the park during the day time only and <br />that the next Lakeside Park Commission meeting would be held October 25th, 1972. <br />Councilman Pickar related that there have been two accidents in the vicinity of County <br />load I and Quincy Street within the last week. He again stressed the importance of <br />obtaining necessary traffic control devices for the intersection. He mentioned that <br />Mr. Radamacher, Principal of Pinewood School, has recently sent letters to several <br />individuals stressing the need for action on this matter. <br />MSP (Pickar- Baumgartner) To adopt Resolution #581 petitioning the Ramsey County <br />Board for 4 -way stop signs at the intersection of County Road I and Quincy Street, <br />in addition to flashing lights, a lowering of the speed limit to 30 m.p.h. and the <br />installation of warning signs along County Road I. <br />Clerk Zylla is to send a letter to the County Board requesting that Councilman Pickar <br />be placed on the agenda to discuss this matter. <br />Attorney Meyers presented a resolution providing for the withdrawal of Mounds View <br />from the Joint Powers Agreement, creating a teen center. Glen Beggin, Cathy Westling <br />and Rick Rosow were in attendance and requested that the Council not withdraw from <br />the agreement since their action doing so may cause other communities to do likewise. <br />Mayor Neisen stated that this matter had been discussed previously with members of <br />Community One and the Youth Services Bureau and that his opinion had not changed, that <br />there is not sufficient money available to provide this service when other needed <br />improvements are necessary within the Village. Mayor Neisen stated that he was also <br />upset that the Community One organization had not pursued Federal funding as they <br />had promised when Mounds View approved the Joint Powers resolution in 1971. <br />MSP (Neisen - Pickar) To adopt Resolution #582 terminating the Joint Powers Agreement <br />- 4- <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />
