-3- <br />' -)uncilman Baumgartner's Report <br />Juncilman Baumgartner stated that the Recreation Committee met on October 12th, and <br />their next meeting is scheduled for November 9th. He noted that David Conover, <br />Director of School District #621 Community Education will be in attendance at the next <br />Recreation Committee meeting. <br />Councilman Pickar's Report <br />Councilman Pickar announced that the Lakeside Park Commission will meet on October 25th. <br />He also stated that he would be in attendance at the October 25th County Board meeting <br />to present Mounds View's resolution requesting additional traffic control at the County <br />Road I and Quincy Street intersection. <br />Inspector Skiba presented plans for the new Century Motor Freight terminal. <br />MS (Neisen - Pickar) To allow Century Motor Freight to pour the footings for their motor <br />freight terminal at their own risk (no building permit has been issued) because of <br />weather, subject to conformance with the set backs in the special use permit. <br />The Council decided that no building permit should be issued until they have received <br />PCA approval to do so and until the Council was sure that the building was in conformance <br />with the special use permit. In addition, Attorney Meyers felt that the Village should <br />have an opportunity for a thorough plan reviewal since we were requested to sell bonds <br />-o construct the facility and lease the facility to Century Motor Freight. Attorney <br />vyers stated that no proposed lease agreement had been sent to him. The Council decided <br />nat they could not grant approval for construction of footings if no building permit <br />was issued and they could not issue the building permit until certain Village requirements <br />were met. <br />Councilman Pickar withdrew his second and Mayor Neisen withdrew his motion. <br />Attorney Meyers' Report <br />Attorney Meyers stated that the Metropolitan Sewer Board budget,which was recently <br />adopted,calls for a new billing method known as a service availibility charge. He stated <br />the SAC charge represents a significant policy change and the Council ought to be aware <br />of its implications. <br />MSP (Johnson- Baumgartner) To approve the release in the Chies Brothers, Barton Contracting, <br />Ramsey County, and Village of Mounds View, Silver Lake Road Project of 1966 and to authorize <br />the Mayor and Clerk to sign it and to allow the Attorney to sign the stipulation of <br />dismissal. 4 Ayes <br />Engineer Boehm's Report <br />MSP (Pickar-Johnson) To adopt Change Order #1 Schedule A Sewer Water and Street <br />Improvement 1972 -3. <br />4 Ayes <br />
