MSP (Hodges- Johnson) To approve check #6747 in the amount of $26,225.41 for final <br />estimate to H & S Asphalt Company for Street Improvement Project 1972 -1 & 1A and to <br />,rater into a one year maintenance agreement. <br />-3- <br />5 Ayes <br />2 (Johnson - Hodges) To recess the regular meeting at 9:00 P.M. 5 Ayes <br />Mayor Neisen called the hearing to order to consider the issuance of a special use permit <br />to Mobil Oil to construct a service station on the Southeast corner of Silver Lake Road <br />and Highway #10 at 9:00 P.M. <br />Clerk Zylla read the legal notice and attested to its publication in the New Brighton <br />Bulletin on November 2nd and 9th. He stated that eleven (11) notices were sent to <br />affected property owners within the 250 foot radius as required by law. <br />Richard Smith, real estate representative for Mobil Oil presented a fire marshall approved <br />plot plan for the service station property with red driveway lines drawn therein. He stated <br />that the station would have two bays, two accesses from Silver Lake Road, and one access <br />from Highway #10. The building would be masonary type identical to the Mobil Oil station <br />on Highway #65 and Osborne Road. He stated that he has in hand access permits from Ramsey <br />County and the State Highway Department. He noted that the Planning Commission had rejected <br />the application because of a traffic hazard to people trying to cross Silver Lake Road. He <br />added that a signalized intersection is the best place for people to cross Highway #10. <br />Moreover, the proposed service station exists on traffic but does not generate traffic. He <br />estimated that between 6:00 A.M. and 8:30 A.M. and between 3:30 P.M. and 6:00 P.M. there <br />would be approximately one car arriving at the station every six minutes which would be <br />ne half of the daily customers. <br />yor Neisen read the Planning Commission minutes of September 27th which dealt with <br />mobil Oils appearance before the Commission. The Council also had before it accident <br />data for the Silver Lake Road, Highway #10 intersection for the last five years. <br />Mr. Bernard Falck, 7111 Knollwood Drive stated that there was no plot map available for <br />Planning Commission review at their meeting. He stated that the Planning Commission was <br />opposed to entrances on Silver Lake Road because two yellow lines would have to be crossed. <br />Mr. Smith stated that the plot plan he had tonight was dated June 26th, 1972. <br />Mr. Robert Glazer, 2375 Hillview Road stated that this proposal demonstrated a blatant <br />economic need by Mobil Oil to put their sign up. He added that the Village had twelve <br />stations and there was another Mobil Oil station a mere 1/2 mile up the highway. It would <br />affect the free flow of traffic and therefore affect the welfare of citizens of the Village. <br />In addition, Mounds View Highway #10 was becoming gasoline alley and looked aesthetically <br />bad. <br />Charles Larson, who identified himself as a non Mounds View resident, stated that the <br />station would be a great improvement to what was existing already, Moreover, the County <br />and the Highway Department are more qualified to determine where entrances should be on <br />Highway #10. He declared that the station was a $250,000 investment and would not send <br />children to school. <br />Mrs. Barbara Haake, 1740 County Road I added that the station may be an improvement for <br />the corner now, but other persons will ask for the corner later, She felt that the <br />*.ation as proposed would present a traffic problem because the semiphore is slow <br />
