PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />April 23, 1973 <br />A Regular Meeting of the Mounds View Village Council was called to order <br />by Mayor Neisen at 8:02 P.M. on April 23, 1973, at the Mounds View Village <br />Hall, 2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />Also Present: <br />Clerk - Administrator Zylla <br />Attorney Meyers <br />Engineer Bearden <br />MSP (Pickar - Baumgartner) To approve the minutes of April 9, 1973. 5 Ayes <br />Mayor Neisen's Report <br />MSP (Neisen- Hodges) To accept the recommendation of the Police Civil Service <br />Commission and appoint Timothy Smith to the position of Sergeant in the Mounds <br />View Juvenile Division. 5 Ayes <br />Mayor Neisen announced that there would be an informational meeting this week <br />to explain the proposed Metro Rate Authority which is being advocated by <br />several municipal officials within the State in order to regulate NSP electric <br />rates. <br />Mayor Neisen read a copy of a Resolution from Spring Lake Park to the State <br />Highway Department advocating completing the construction of new Highway #10 or <br />closing off new Highway #10 at 85th Avenue or Couinty Road J and at the new <br />Highway #10 exit on 35W. <br />Mayor Neisen read a copy of a letter written to the Rice Creek Water Shed <br />District expressing concern on the possible affect that the Blaine landfill <br />proposal on Lexington Avenue would have on the water supply of the Village of <br />Mounds View. Mayor Neisen's letter requested disapproval of the landfill <br />permit if study found there would be pollution of Mounds View's deep wells. <br />Mayor Neisen read a letter from the Minnesota Ballroom Operators Association <br />requesting permission to conduct the annual polka festival at the Bel -Rae <br />Ballroom on July 8, 1973. <br />MSP (Neisen- Johnson) To authorize the Minnesota Ballroom Operators Association <br />to conduct the polka fest at the Bel -Rae Ballroom on July 8, 1973 subject to <br />the conditions that were set forth at the Council meeting of March 13, 1972. 5 Ayes <br />Clerk- Administrator Zylla's Report <br />MSP (Pickar- Hodges) To approve the licenses: Asphalt - C.S. McCrossan Inc., <br />Buck Blacktop, Inc.; Cigarette - Jon H. Hanson; Excavating - Clark - Moores <br />Excavating Co.; Non - Intoxicating Off -Sale - Jon H. Hanson. <br />5 Ayes <br />
