PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />A Special Hearing to consider the revocation of the sewer and water license of <br />Thompson Plumbing was called to order at 7:30 P.M., August 6, 1973. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Johnson <br />Councilman Pickar <br />Also Present: <br />Clerk- Administrator Zylla <br />Inspector Walter Skiba <br />Absent: <br />Councilman Baumgartner <br />Engineer Bearden <br />Attorney Meyers <br />Clerk - Administrator Zylla notified the Council that a certified letter was sent <br />to Thompson Plumbing on July 10, 1973 notifying them of the special hearing <br />and Mr. Kenneth Gause, Executive Vice President of Thompson Plumbing was present <br />in the audience. <br />The Clerk stated that three (3) separate excavations to connect the home at <br />7760 Greenwood Drive to the municipal sewer and water system were made. On the first <br />excavation, the hole was wet and only the water line was connected. The excavation <br />was then recovered and the crew departed from the area. <br />The second time the area was excavated, a connection was made to the sanitary <br />sewer but the hole was still partially wet and our inspector, James Schlichtmann <br />refused to approve the connection because he could not see the total pipe. The <br />excavation was then recovered a second time. Our inspector then notified Thompson <br />Plumbing that the inspection was not approved and that the hole would have to be <br />re- excavated. When there was no positive response from Thompson Plumbing for at <br />least two weeks, the staff recommended that the Council proceed with revocation <br />of their license. <br />On Thursday, August 2nd Thompson Plumbing came out a third time to make the <br />connection. This time the hole was dry and the connection was approved by <br />our inspector Walter Skiba. The homeowner, Mrs. Arlene Peddycoart was present <br />in the audience and she reiterated Clerk Zylla's account of events adding that <br />she had sent a certified letter to Bob Eide of Thompson Plumbing, notifying him <br />to correct this situation by July 6, 1973, or arrangements would have to be made <br />to have another contractor make a satisfactory connection due to the fact that <br />the Village would not approve the excavation. She also said that she spoke to <br />Bob Eide on the telephone following the second excavation. He notified her <br />that he would guarantee the connection for twenty years and it would not be redug <br />by Thompson Plumbing and that he would send someone to talk to the inspector. <br />The Village staff and the inspector were aware of the conversation that took <br />place between Mrs. Peddycoart and Bob Eide before the recommendation to have a <br />hearing for revocation of their license was requested. No one was sent by <br />Thompson Plumbing to talk to the inspector. <br />Mr. Gause stated that he does several hundred sewer and water connections every <br />year and his company is of the highest reputation.
