PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />A Regular Meeting of the Mounds View Village Council was called to order by Mayor <br />Neisen at 8:00 P.M. on September 10, 1973, at the Mounds View Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />Also Present: <br />Attorney Meyers <br />Engineer Bearden <br />Clerk- Administrator Zylla <br />MSP (Hodges - Pickar) To approve the minutes of August 27, 1973. 5 Ayes <br />Residents Requests and Comments from the Floor: <br />Tim Smith, Mounds View Juvenile Officer, appeared before the Council to discuss seeking <br />an endorsement of a Crime Prevention Program in the Village of Mounds View. He noted <br />that September 24th, through the 30th is Crime Prevention Week. At a conference he <br />recently attended in Alexandria, part one of a four part series on crime prevention - <br />burglaries -was discussed. The program involves scribing valuables with an NCIC number, <br />which is identified nationwide. He said that in Edina where the program was initiated <br />in Minnesota, of the 5,000 persons who subscribed to the system there were only five <br />burglaries; for the 7,500 people in Edina that were not in the program there were 300 <br />burglaries. Mr. Smith added that the program is voluntary and there is no cost to the <br />Village. <br />MSP (Neisen- Hodges) To endorse the crime prevention program and to provide whatever <br />meaningful assistance that is requested. 5 Ayes <br />Phil Chenoweth, Village fiscal consultant, appeared to discuss the results of a bonded <br />debt, assessment, and tax levy study approved by the Council a few months ago. As a <br />result of the anaylsis, it was recommended that the Village could reduce its water bond <br />levy by 100 %, its improvement bond levy by 30 %, and its water revenue bond levy by 17.5 %. <br />For the debt levy 1973 -74, it means a reduction from $213,700 to $148,535 and over the <br />life of the Village bonds it means a potential savings of $1,012,307. Mayor Neisen <br />called attention to the fact that because the study was successful in its conclusions, <br />escrowed connection charges totaling over $300,000 are no longer needed to maintain the <br />debt levy at 5.25 mills. He referenced a report prepared by the Clerk in 1971, that has <br />been updated yearly, which budgeted for use a portion of the escrowed connection charges <br />each year in order to maintain a stable debt levy. He read two paragraphs of a report <br />prepared by the Clerk dated September 10, which suggested using the escrowed connection <br />charges for several possible uses in the Village capital improvement program. Clerk <br />Zylla explained that the Ehlers report and the escrowed connection charges were separate <br />matters, but linked because the Village had planned the use of the connection charges <br />to reduce the debt levy before the Ehlers Report was even authorized. The effect of <br />the Ehlers Report is that the escrowed connection charges are no longer necessary to <br />maintain the debt levy at 5.25 mills. The connection charges now have been freed up <br />for use in a capital improvement program. <br />Ron Murphy and Mr. Korsgaden appeared before the Council to request approval of <br />Korsgaden Addition. Mr. Murphy stated that in the final plat, a 15 foot storm sewer <br />
