- 4- <br />MSP (Neisen- Baumgartner) To accept the 1973 financial statement from the <br />Administrator and to authorize its publication in abbreviated form. 5 Ayes <br />MSP (Pickar- Hodges) To adopt Resolution No. 623 authorizing needed engineering <br />and technical services from the Minnesota Department of Highways. 5 Ayes <br />Administrator Zylla acknowledged receipt of notification from Northern States <br />Power Company informing the City of a community wide 15 percent electric rate <br />increase effective March 19th and an approximate six percent gas rate increase, <br />and an increase in street lighting and municipal water pumping rates. <br />Administrator Zylla noted that the community will be required before July 1, <br />1975 to develop a municipal shoreland ordinance as stringent as a model State <br />ordinance which is being developed. <br />Administrator Zylla reported that in 1973 our fiscal agent did a study on bond <br />debt assessments and our tax levy. Two assumptions that were made in the study <br />were that reinvestment earnings would earn five percent and unit charges would <br />total $57,500.00. Administrator Zylla reported that unit charges for 1972 -73 <br />totaled $29,000.00, interest received over the estimate in 1973 totaled $9,161.00, <br />and that together with interest received in 1972 over estimate and the fact that all <br />of the investments now are earning anywhere from 6 to 8 percent, that it is no <br />longer necessary to deposit the unit charges collected directly into the Improve- <br />ment Bond Fund. Rather it would be more advisable to continue to collect the <br />unit charges and water hookup charges and deposit the money directly into the <br />utility fund in order to postpone any future utility rate increases. <br />MSP (Pickar - Hodges) To accept the recommendation of the Administrator and <br />effective January 1, 1974, to deposit all water hookup and unit charges to the <br />utility funds rather than to the bond funds. <br />MSP (Baumgartner- Johnson) To authorize <br />lenses and frames to all employees that <br />that no examination cost be paid by the <br />wanting bi- focals or tri- focals pay any <br />the City to issue single vision safety <br />want to wear them provided, however, <br />municipality and that any employee <br />additional cost. <br />MSP (Pickar- Baumgarter) To authorize the Administrator to change health <br />insurance carriers if he finds that more than 50 percent of the employees want <br />terminate health insurance coverage with Metropolitan Life effective February <br />1, 1974. <br />5 Ayes <br />5 Ayes <br />to <br />5 Ayes <br />An employee election for health coverage is scheduled for Tuesday, January 29th. <br />Mayor Neisen announced the schedule for the Mounds View Appreciation Dinner. <br />Social Hour <br />Dinner <br />Program <br />Dancing <br />5:45 - 6:45 P.M. <br />6:45 - 7:45 P.M. <br />7:45 - 8:45 P.M. <br />8:45 - 1:00 A.M. <br />Councilman Baumgartner's Report <br />Councilman Baumgartner read the Planning Commission minutes of January 23, 1974. <br />
