Transfer check #111 transferring $100.00 to the Sewer Utility Fund from the <br />Improvement Bond Fund to correct deposit error. Total disbursements: <br />$28,328.75. <br />4 Ayes <br />MSP (Hodges - Neisen) To appoint Connecticut General as the City's health carrier <br />for a minimum of 12 months, commencing February 1, 1974. 4 Ayes <br />MSP (Baumgartner - Pickar) To authorize the Administrator to prepare specifications <br />to advertise for bids for the City's property casualty insurance which expires <br />on May 1, 1974. 4 Ayes <br />MSP (Hodges- Baumgartner) To approve the labor contract between the City of <br />Mounds View and Local #320 effective January 1, 1974 and to authorize the Mayor <br />and Administrator to execute it on behalf of the City. 4 Ayes <br />MSP (Neisen - Pickar) To approve the legal services agreement between Richard <br />Meyers and the City of Mounds View providing also that for a three month trial <br />period Attorney Meyers keeps a record of the number and duration of telephone <br />calls received at his office for the purposes of determining what would be a <br />reasonable retainer if the City were to request a retainer for all telephone <br />work. <br />MSP (Neisen - Baumgartner) To confiscate $430.50 in meter deposits to be applied <br />toward total outstanding bills at year end of $466.21; balance uncollectable <br />of $35.71 on a total billing of $257,069.83. <br />4 Ayes <br />4 Ayes <br />MSP (Hodges - Pickar) To recess the regular meeting at 8:30 P.M. 4 Ayes <br />Mayor Neisen called the hearing to consider the issuance of a special use permit <br />for a motor freight terminal on part of Lot 3, Block 1, Mounds View Industrial <br />Park to order at 8:31 P.M. <br />Administrator Zylla read the legal notice and attested to its publication in <br />the New Brighton Bulletin on January 31 and February 7. Five notices were mailed. <br />Mayor Neisen noted that the Planning Commission had recommended approval of a <br />special permit subject to the endorsement by the Rice Creek Watershed District <br />and P.C.A. and that a mutually satisfactory agreement be reached between Smith <br />Trucking and the representative of Towns Edge Mobile Home Park on the implemen- <br />tation and operation of a buffer zone between the Mobile Home Park and the <br />terminal. <br />Mr. Lee Liljengren of Stanton Realty made the general comments on behalf of Smith <br />Transfer Corporation. He was assisted by Mr. Joe Monroe, an engineer of the <br />company. <br />The site was generally north of Mustang Drive directly across from Century - <br />Mercury Motor Freight. He said he has been unable to get written PCA approval <br />since they feel they are not involved in issuance of any permits. He also has <br />been unable to get together with a representative of the mobile home park because <br />the individual has been out of town. <br />
