Discussion centered on the site plan which did not conform to the zoning <br />ordinance relative to green area in the front yard, and the prohibition that <br />there be no front yard parking. <br />Mro Monroe stated that the only way the terminal could be built economically <br />and to provide security to the dock area was to provide parking in the front <br />of the office. He felt that it was unreasonable to require that the area be <br />landscaped since by so doing would increase the cost to Smith and cause them <br />to have to maintain the area. The Council individually approved the concept <br />of the terminal, but refused any final approval pending receipt of some other <br />acceptable site plan and receipt of a signed special use permit which is to be <br />prepared by Attorney Meyers at some later date. <br />Attorney Meyers felt that the agreement should include: <br />1) legal description; <br />2) a statement of or drawing as to how much property is to be <br />paved and what is to happen to the remaining portion; <br />3) landscape plan; <br />4) an agreement on buffer zone between Towns Edge Terrace Mobile <br />Home Park and Smith's Transfer; <br />5) a statement of or drawing on fencing; <br />6) traffic pattern; <br />7) speed restrictions; <br />8) building size and description; <br />9) access; <br />10) solution to storm water problem; <br />11) restrictions on outside storage; <br />12) PCA or other government agency approval if needed; <br />13) above ground storage conditions; <br />14) easement for access to water tower; <br />14) lighting; <br />15) regulation of upstairs dormitories for truckers. <br />MSP (Neisen- Baumgartner) To recess the hearing until February 25, at 9 P.M. <br />at which time Smith Transfer Corporation is to come back to the Council with <br />an updated site plan that incorporates the items mentioned above. <br />Mayor Neisen called the regular meeting back to order at 9:48 P.M. <br />4 Ayes <br />MSP (Neisen- Baumgartner) To receive the letter from Midwest Planning relative <br />to the proposed development of Lot 8 and the east half of Lot 9 Spring Lake Park <br />Knolls Addition, and to refer it to the Planning Commission for their recommendation <br />as to whether or not a rezoning hearing should be initiated. 4 Ayes <br />Councilman Hodges' Report <br />Councilman Hodges stated that the City warning plan has been completed and that <br />a siren survey has been taken. It is possible that one more siren will be added <br />and one siren will be moved. <br />
