MSP (Neisen - Baumgartner) To concur with the Recreation Commission's recommen- <br />dation and request a cash dedication from Keith Harstad's development located <br />approximately north of County Road I, east of Bona Road, and south of Hillview <br />Road. <br />MSP (Neisen- Baumgartner) To set a rezoning hearing for Lots 8 and 9 Spring Lake <br />Park Knolls Addition from B3 Commercial to R1 Single Family June 10th at 8:30 <br />P.M. <br />Councilman Baumgartner read the Recreation Commission minutes of February 28th. <br />Councilman Pickar's Report <br />5 Ayes <br />5 Ayes <br />Councilman Pickar commented that the Lakeside Park Commission met on March 6, <br />1974. The District 16 pool director has agreed to do the hiring of the lifeguards <br />this year. He will integrate them with his crew that is manning the school pools <br />in the District 16 area. This will be on a no -fee basis for hiring and controlling <br />of the lifeguards. <br />The concession stand building at Spring Lake beach will be remodeled to meet health <br />standards for concession. The building is to be ready in time for opening swimming <br />in June. <br />Attorney Meyers' Report <br />Attorney Meyers announced that he was meeting with Lloyd Inglesma and Cushman <br />Minor regarding the acquisition of 15 acres of park property on the corner of <br />County Road H2 and Silver Lake Road on March 13, 1974. <br />Engineer Bearden's Report <br />Engineer Bearden reported that bids on project 1973 -6 were opened at 11 :30 today. <br />The lowest responsible bidder was C. W. Houle Landscaping Company. He recommended <br />that the bid be awarded to them. <br />Mr. Walter Baker, attorney for Programmed Land stated that in attendance this <br />evening was the president of Programmed Land, a representative of McDonald's <br />Restaurant, a representative of Kraus - Anderson (the second lowest bidder), and <br />Mr. Houle, the low bidder. Mr. Baker stated that it was in the best interest of <br />Programmed Land to have the second low bidder construct the project and Mr. Houle <br />was agreeable to withdrawing his bid if he did not have to forfeit his bid bond. <br />Mr. Baker added that Mr. Houle would then receive the project through a sub- <br />contract with Kraus - Anderson. <br />Mr. Baker said that McDonald's would have to delay construction until the road <br />was completed if the bid was not awarded to Kraus- Anderson, since Kraus - Anderson <br />is doing the work for McDonald's. McDonald's legal department will allow McDonald's <br />to start construction provided the same contractor that is doing the building <br />does the road extension. <br />
