Attorney Meyers advised the Council that the City would need a valid withdrawal <br />of Houle's bid if this was to be done and that his only concern was to the <br />review that the bond approving attorney would make when the bonds for the project <br />are sold. He preferred that the Council award the bid to Houle and have Houle <br />assign the contract to Kraus - Anderson. When the representative from McDonald's <br />agreed to the assignment, the Council acted on the bids. <br />MSP (Hodges- Johnson) To receive the bids and to award the contract to the low <br />responsible bidder, C. Houle <br />Landscaping Co. to Kraus - Anderson of St. Paul. 5 Ayes <br />Administrator Zylia reported on the results of the fire flow test that was taken <br />relative to the Harstad townhouse proposal along County Road H2 and Greenwood Drive. <br />The fire chief previously reported that 1,500 gallons of water per minute was <br />necessary before construction should be allowed. Two hydrants were tested, one <br />produced 2,801 gallons and the other 3,886 gallons. <br />MSP (Pickar- Hodges) To grant the issuance of the building permit to Keith Harstad <br />to construct '66 additional townhouse units as per his previously approved site <br />plan, the conditions set out for the special use permit agreement, and subject to <br />the approval of the City building inspector and fire chief. 5 Ayes <br />Dave Hawkinson of the Businessmen's Association requested clarification of Ordinance <br />207.
