Bonds were thru American <br />Finance Insurance Group. <br />$14,206.57 <br />Home Insurance Company 14,152.00 <br />Home Insurance Company 14,152.00 <br />Administrator Zylla noted that the Protection Center omitted a bid for Schedule <br />C, workmen's compensation. By adding the workmen's comp premium of $7,912.00 to <br />their bid, they are not the low responsible bidder. Spring Lake Park Agency <br />bidding through Crum & Forster was the second apparent low bidder with a total <br />bid of $11,988.00, however, they misbid the specifications for Schedule C, <br />workmen's comp by bidding Schedule C as a net premium after premium dividends. <br />Administrator Zylla stated that the lowest responsible bidder bidding the <br />specifications was the Donohue Agency and he recommends that they be awarded the <br />bid even though Crum & Forster has stated that they will abide by their total <br />bid. <br />MS (Pickar - Baumgartner) To accept the recommendation of the Administrator and <br />award the bid for casualty insurance to the Donohue Agency for a total annual bid <br />of $12,941.00. <br />MSP (Neisen - Hodges) To amend Councilman Pickar's motion to reject the bid of the <br />Protection Center because the total bid does not reflect a workmen's comp premium <br />and the Crum & Forster bid through Spring Lake Park Agency because Item No. 7; <br />under requirements given in the specifications, that "lowest responsible bidder <br />will be calculated on the lowest definite premium bid and not the estimated <br />premium based on a quoted premium less an anticipated dividend ", was not met. 4 Ayes <br />A vote was then taken on the original motion. <br />MSP (Neisen - Pickar) To adopt Resolution No. 626 apportioning the assessments <br />on Division No. 47335. <br />MSP (Neisen- Hodges) To adopt Resolution No. 627 apportioning the assessments <br />on Division No. 47337. <br />4 Ayes <br />4 Ayes <br />4 Ayes <br />MSP (Hodges - Baumgartner) To enter into a labor agreement with Local No. 49 for <br />the period January 1, 1974 through December 31, 1975, and to authorize the Mayor <br />and Administrator to execute the agreement on behalf of the City. 4 Ayes <br />MSP (Neisen - Pickar) To set a hearing to consider the issuance of a residential <br />kennel license to Susan Nordstrom, 2186 Lambert Avenue, at 8:30 P.M. on May 13, <br />1974. 4 Ayes <br />MSP (Neisen- Hodges) To receive the letter petitioning an extension of storm <br />sewer in the Mounds View Industrial Park and ordering the Engineer to prepare a <br />preliminary report and cost estimate including a designation as to who will <br />benefit from the proposed improvement, (Project 1974 -1) <br />Administrator Zylla stated that the survey from Arlene Birkeland for the sub- <br />division request dated March 22, 1974 has been received thereby finalizing the <br />approval of the new lot line between Lots 1 and 7 Johnson Terrace. <br />4 Ayes <br />
