-2- <br />Mayor Neisen recognized Senator John Milton in the audience. Senator Milton had <br />forwarded a copy of a resolution passed by Maplewood concerning smaller towns <br />and municipalities receiving federal monies for acquisition of open space and <br />protection of land and water in urban Ramsey County. The resolution from <br />Maplewood stressed the idea proving State allocation to localities based on <br />population densities and economic fees. <br />Mayor Neisen read a resolution submitted by Doug Bryant, Mounds View Director <br />of Parks and Recreation, endorsing amendments to the LAWCON program which <br />would expand and provide a higher priority for acquisition of diminishing <br />natural resources in urban counties such as Ramsey. <br />MSP (Baumgartner- Johnson) to adopt Resolution #632, A Resolution Supporting <br />and Increased Authorization to the Land and Water Conservation Fund. *(See <br />Minutes of September 9, 1974) 5 Ayes <br />Mayor Neisen read a letter he is sending to Mr. Mark Achen, giving his date <br />of hire and starting salary as City Administrator. <br />Mayor Neisen read a letter from the Bel Rae Ballroom requesting the hours <br />of operation at the Tuesday night Rock dances be extended to 11:30 P.M. <br />Councilman Johnson requested that the Police Department be contacted to see <br />what the situation is at the present time and to ask the police chief for <br />his recommendation. Mayor Neisen asked Attorney Meyers to check the ordinance <br />in regard to this request. <br />MSP (Neisen- Johnson) to submit the letter to the chief of police if he has <br />no objections he should contact Attorney Meyers to have the ordinance updated. 5 Ayes <br />MSP (Pi,ckar- Johnson) to recess the regular meeting at 8:30 P.M. 5 Ayes <br />Mayor Neisen reconvened the meeting for a decision on awarding the bid for <br />construction of the addition to the municipal building and alterations to <br />present building. Mr Walijarvi, architect, read the list of low bidders: <br />General Construction - Earl Weikle & Sons, Inc, $163,898.00, second low bidder <br />B & E Enterprised, Inc. $166,415, and if certain extras are chosen they would <br />come in lower. Mechanical - C. 0. Carlson Air Conditioning, $88,880.00; low <br />electrical - Maurie St. Martin Electric $25,950; Grand Total $278,728.00 not <br />including basement. *(See minutes of September 3, 1974 meeting.) <br />The cost for the addition with the lower level: Add$54,382 to Weilke's bid, <br />add $20,500 to Carlson's bid, add $12,015 to Maurie St. Martin's bid, making <br />a total of $86,887 for the basement or a grand total of $365,615. Using B & E <br />Enterprises as low bidder for general construction - $166,415.00 main base bid <br />and $51,000.00 to include basement. Grand total $361,891.00. <br />Mayor Neisen stated that the building will be built from funding that is <br />already available.. There will be no tax increase. Council felt the bids that <br />came in were high. They were considering taking out the lock -up and doors in <br />the lobby, at a deduction of $4,550. The plan presented is based on needs <br />of the City government for the next ten years. It is on conservative order <br />but still very serviceable. <br />Mr. Johnson asked when bids expired. <br />Mr. Walhijarvi stated they were good for 25 calendar days. Mr. Walijarvi <br />commented in some length on the rising costs of construction and said that <br />thereis no doubt they will continue to rise. <br />
