SPECIAL BUDGET HEARING <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A Special Hearing on the budget was called to order by Mayor Neisen at <br />7:45 P.M., on October 7, 1974 at the Mounds View City Hall, 2401 Highway #10, <br />Mounds View, Minnesota 55112. <br />Present: Also Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />Clerk - Administrator Achen <br />Mayor Neisen asked Administrator Achen to briefly summarize the 1975 Budget. <br />Administrator Achen noted the financial situation caused by the Levy Limitation Laws <br />and the substantial expense of satisfying State tax statutes in regard to the Shade <br />Tree Disease Program. <br />Mayor Neisen then noted other significant areas of budget expense including <br />increased cost due to the new county court system, additional cleaning <br />expense for the new city hall, change in budget procedure for civil defense, <br />the addition of a maintenance man in the Recreation Budget. He noted that the <br />overall General Fund Budget increased 13.8% while the assessed value of property <br />in the community increased only about 6 %. <br />Councilman Johnson asked whether the Council had intended to leave the four - <br />wheel drive snowplow in the budget. <br />Councilman Pickar stated that the maintenance superintendent had spoken to him <br />about the difficulty of doing all of the plowing with only the front -end loader. <br />Mayor Neisen stated that even if the plow was left in the budget, the Council would <br />require additional information to substantiate the need for this acquisition. <br />Barbara Haake, 3024 County Road I, complimented the Council on its work to <br />present a budget without imposing a tremendous tax increase on citizens. <br />MSP (Neisen - Baumgartner) that the proposed budget for 1975 be approved as read <br />with the stipulation that consideration be given to the purchase of the four - <br />wheel drive plow at a later time. <br />Pickar Aye <br />Baumgartner Aye <br />Johnson Aye <br />Hodges Aye <br />Neisen Aye <br />MSP (Hodges - Pickar) to adopt Resolution # 641 certifying the General Fund Levy <br />at $241,900.00 for 1975. <br />5 Ayes <br />
