PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order <br />by Mayor Neisen at 8:07 P.M., on October 15, 1974, at the Mounds View <br />City Hall, 2401 Highway #10, Mounds View, Minnesota 55112 <br />Present: Also Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Pickar <br />Clerk - Administrator Achen <br />Attorney Meyers <br />Engineer Bearden <br />MSP (Hodges - Pickar) To approve the minutes of September 23, 1974, regular <br />meeting. <br />MSP (Baumgartner- Hodges) To approve the minutes of September 30, 1974, <br />special hearing. <br />MSP ( Pickar- Hodges) To approve the minutes of October 7, 1974, special <br />hearing. <br />Residents Requests and Comments from the Floor <br />Mr. George Brooks, 8490 Spring Lake Road presented a prepared statement to <br />the Council regarding payment for sewer repairs at his address. <br />Mayor Neisen stated that the public works superintendent was not present <br />and that the Council would put this subject on the agenda for the next <br />regular Council meeting October 28, 1974, and requested that the public <br />works superintendent also attend the meeting. <br />Mr. Donald Balk, 2656 County Road J, stated that he owns a large parcel of <br />land that will be affected by the 1973 -4 project. He expressed concern that <br />the slow economy might prevent property owners from recouping the additional <br />assessment costs by selling subdivided lots. He has owned the property for <br />five years and stated that he had six potential lots. <br />Mayor Neisen stated that the assessments will not appear on taxes until 1976, <br />and that will allow property owners a two -year grace period. <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />Mr. Balk stated that his area still does not have city sewer and that he knows <br />of no plans for it to be available in the near future. <br />Mayor Neisen requested the city engineer to look into this problem and recommended <br />that Mr. Balk contact Engineer Bearden. <br />Mayor Neisen's Report <br />Mayor Neisen read a letter from the Ramsey County engineer responding to our <br />resolution requesting a uniform speed limit of 30 mph and pedestrian safeguards <br />on County Road H and Long Lake Road. <br />
