October 15, 1974 Page 3 <br />Councilman Johnson's Report <br />Councilman Johnson asked what the current status of the investigation of the <br />Compassion Christian Center was. <br />Administrator Achen stated that he was waiting for a report from the Mounds View <br />School District on certification of the educational program and teachers there. <br />Mayor Neisen requested the city attorney to investigate the legal status of the <br />Center. <br />Mayor Neisen read Chief Fagerstrom's report on the same. <br />MSP (Johnson- Hodges) directing the staff to send a letter requesting the <br />presence of a representative from the Compassion Christian Center at the next <br />regular Council meeting. <br />5 Ayes <br />MSP (Baumgartner - Pickar) To direct the fire chief to investigate the printing <br />operation at the Compassion Christian Center and to proceed under the code. <br />5 Ayes <br />Mayor Neisen stated that the fire chief should also be instructed to attend <br />the next Council meeting. <br />Councilman Johnson asked whether Midwest Planners had been paid in full. <br />Administrator Achen answered that a balance of $1700.00 due upon the completion <br />of their service was still outstanding. <br />Councilman Baumgartner stated that the staff should maintain close contact <br />with the planning firm. He noted that Mr. Licht had verbally agreed at the <br />last Planning Commission Meeting to see the plan through, including a public <br />hearing and the Metropolitan Council review, at no extra cost. <br />Councilman Johnson asked about the status of the Civil Defense Program. <br />Councilman Hodges stated that it is most important to maintain the paperwork <br />in order to receive Federal funding and that the city could expect ample <br />warning prior to cut off of these funds. He stated that he had been in touch with <br />the area director about our problem and that he had told the director we would <br />have it solved by the first of the year. <br />Councilman Baumgartner's Report <br />Councilman Baumgartner stated that the minutes of the October 10th Park <br />Commission Meeting were not available. Councilman Baumgartner read the Planning <br />Commission minutes of September 25, 1974. He stated that there is ambiguity <br />in our code regarding the definition of accessory buildings and garages. <br />Attorney Meyers stated that a special use permit is needed to construct two <br />garages on one lot. <br />MSP (Baumgartner - Pickar) To affirm the Planning Commission's denial of a <br />special use permit to Mr. Joseph Christy. <br />Pickar Aye <br />Baumgartner Aye <br />Johnson Aye <br />Hodges Aye <br />Neisen Naye <br />
