Page 4 December 9, 1974 Councilman Baumgartner's Report Councilman Baumgartner announced that a special meeting of the Park Comm- ission is planned for January 9. MSP (Baumgartner - Pickar) To set Monday, December 23rd at 4:30 p.m. as the application deadline for appointment to a council seat. 4 Ayes Neisen abstained Barbara Haake, at the request of Councilman Baumgartner gave a brief report of the Planning Commission's review of the proposed comprehensive plan. She noted that the commission is meeting weekly and has completed reviewing the draft plan and is now reviewing the draft of the revised zoning ordinance. She does not expect the commission to complete its review until late January. Councilman Baumgartner commented on the park and recreation department's hockey rink policy and noted that these have been approved by the Lake Region Hockey Association and that copies of the policy are being sent to all coaches. Mayor Neisen stated that he will not make any recommendations for appoint- ments to city commissions, because he feels these should be made by the new council. Councilman Pickar's Report Councilman Pickar queried the administrator on the status of acquiring mobile radioes for the maintenance crew and asked the administrator to be sure a decision is not delayed too long. He also asked the administrator to check with the architect regarding the status of bids on the sprinkler system for the city hall addition. Attorney Meyers' Report Attorney Meyers stated that the contract with Whitesell Tree Service is in order and that the only remaining requirement is a performance bond. He suggested that the council consider sale of the Hemsworth and Fulwider properties. Mayor Neisen stated that he felt the sale should be postponed until next spring or early summer in hopes that a better market would be available. However, the sale should be completed prior to the assessment hearing on Project 1973 -4. This will allow income from the sale to be credited to the Project thus reducing the total assessment. Attorney Meyers submitted a report on the open meeting law and summarized it by stating that all city commissions, boards, and committees should comply with the law. Engineer Bearden's Report Engineer Bearden reported that he examined the proposed NSP easement through the Hemsworth property and recommends the easement be granted 192 feet south of the north line of the property. This will allow the property to be sub- divided into six lots for sale.
