-8- <br />January 27, 1975 <br />D'arcy Bosell, 2601 Ridge Lane, noted the principal of the <br />Center's school stated 60 students would be a comfortable figure <br />and that 70 - 75 would be a maximum. Shelquist Aye <br />Baumgartner Naye <br />Hodges Naye <br />Johnson Aye <br />Councilman Baumgartner requested that his naye vote be recorded <br />in the minutes as pertaining only to Section 4. <br />Mayor Johnson's Report <br />Mayor Johnson commented on the fiscal disparities law. He read <br />a letter from State Senator Milton asking the city to maintain <br />contact with him so local issues could be heard. He read a notice <br />from the Minnesota League of Municipalities regarding the Legis- <br />lative Action conference on February 26 at the St. Paul Arts and <br />Science Center. <br />Mayor Johnson read a memo from Howard Neisen noting the dates <br />of the Ramsey County delegation meetings. <br />Councilman Hodges indicated he would attend on January 29, <br />Councilman Pickar on February 5. Mayor Johnson noted that the <br />Minnesota Department of Revenue is attempting to bring 1975 <br />assessments up to current market value. Based upon State sales <br />ratio studies Mounds View residential assessments are to increase <br />25% and commercial 20%. Mayor Johnson asked the administrator to <br />determine what effect this will have on the city. <br />Mayor Johnson announced that the roll call would be rotated on <br />a monthly basis, Pickar first in January, Shelquist first in <br />February, Baumgartner, first in March, Hodges first in April, <br />and then in order of seniority beginning in May. <br />Councilman Hodges' Report <br />Councilman Hodges asked about mail boxes being torn down by the <br />Ramsey County plows. Attorney Meyers stated we are not technically <br />liable for anything on the boulevard. Administrator Achen asked <br />for a directive from the council whether the city should repair <br />the mailboxes or not. <br />Attorney Meyers stated we might repair the first one knocked <br />down at a home and inform them to move it back. If it were damaged <br />a second time, it would be the homeowner's responsibility. <br />D'arcy Bosell commented that in Anoka County the city plows the <br />streets and any mail boxes knocked down, they replace. Before that <br />private contractors did the plowing and were responsible for <br />damages to mailboxes. <br />Attorney Meyers said damages should be brought to the attention <br />of Ramsey County to prevent undue carelessness when streets are <br />plowed. <br />
