PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order <br />by Mayor Johnson at 8:00 p.m., February 10, 1975, at the Pinewood Elementary <br />School, 5500 Quincy Street, Mounds View, Minnesota 55112 <br />Present: Mayor Johnson <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Pickar <br />Councilman Shelquist <br />Also Present: Clerk- Administrator Achen <br />Attorney Meyers <br />Engineer Bearden <br />MSP ( Pickar- Hodges) To approve the minutes of January 27, 1975 with the <br />following corrections. Page 9, Councilman Pickar's Report, Sue Lynn <br />should be spelled Sue Lind. Page 1, first paragraph, should state "at <br />the Pinewood Elementary School, 5500 Quincy Street" instead of Mounds <br />View City Hall. Page 3, last paragraph, Steven Thomson should be spelled <br />Steven Thompson. Page 4, second paragraph, should read Project 1973 -6, <br />($100) and Project 1973 -5 ($4,200). Page 5, fifth paragraph, should read <br />original motion passed "as amended." Page 6, first sentence, should read <br />scheduled "by Ramsey County" for February 10. Page 6, sixth paragraph, <br />after the word Commission should read "to the Council and public at the <br />hearing that the maximum enrollment expected would be approximately <br />60 to 70 students." Page 8, paragraph 7 second sentence, should read <br />Attorney Meyers stated we are "not" technically liable for anything on <br />the boulevard. <br />Mayor Johnson presented a copy of a bill submitted by Senator McCutcheon <br />abolishing police departments and creating a police agency. Mayor Johnson <br />stated he has written letters to State representatives opposing this bill. <br />Mayor Johnson commented on the effort being made by Ramsey County to keep <br />the court system revenues in Ramsey County instead of funding 50% back to <br />the cities. Mayor Johnson asked that the Council be attentive to the <br />proposals of the County and give study to them. <br />Mayor Johnson noted that two day activity care center applications were <br />received from Judith Olson, 7739 Woodlawn Drive, and Kathy St. John, <br />7900 Eastwood. <br />Mayor Johnson acknowledged receipt of a note from Jim Engebretson for <br />recognition of Music in our Schools Day. He read a proclamation supporting <br />Music in our Schools Day. <br />5 Ayes <br />MSP (Johnson- Hodges) to adopt Resolution No. 659 proclaiming March 13, 1975, <br />"Music in our Schools Day." 5 Ayes <br />Mayor Johnson commented on the proposed bill by Representative Neisen <br />asking for a change in the open meeting law restricting open meetings <br />to meetings other than salary negotiations, lawsuits, employee reprimands, <br />etc. <br />
