-4- <br />February 10, 1975 <br />Engineer Bearden stated in this case power already is in the general <br />area and should not cost too much. <br />Attorney Meyers felt we should not have to pay anything at County Road I <br />and only 25% at County Road H2. <br />Mayor Johnson referred the contract back to Clerk Achen for renegotiation <br />with the County. <br />Attorney Meyers suggested Compassion Christian Center be invited to sign <br />the special use permit and one executed copy returned to him. <br />MSP (Hodges - Pickar) to authorize execution of the Compassion, Inc. special <br />use permit by the Mayor and Clerk. 5 Ayes <br />Administrator Achen presented proposed Resolution No. 660 endorsing a <br />police selection standards project by the Metropolitan Area Management <br />Association and Metropolitan Council sponsorship of federal grant appli- <br />cation. <br />Councilman Baumgartner asked what this would commit us to as far as <br />"cash match ". Administrator Achen stated the estimated cost to the <br />City would be about $200. Mayor Johnson felt the benefits to be received <br />far outweigh the minimal cost. <br />Clerk Achen stated a need exists for improved police recruitment and <br />selection procedures within the suburban Twin Cities area to meet the <br />requirements of the Federal Equal Employment Opportunity Act. The proposal <br />is for a research study to validate recruitment and selection standards. <br />The Metropolitan Council, being an agency representing all communities <br />within the Twin Cities metropolitan area, has been asked by MAMA to act <br />only as the sponsoring agency of the grant. <br />Councilman Shelquist is in favor of the Resolution if it doesn't commit <br />us to funds at this time. Clerk Achen stated that he did not know whether <br />this Resolution legally committed city funds, but that it implies we will <br />share in the cash match costs. <br />Councilman Hodges stated he favors the proposal. <br />MSP (Pickar- Hodges) to accept Resolution No. 660 as presented with the <br />City reserving the right to withdraw support pending final notice of <br />the cost involved. <br />Shelquist Aye <br />Pickar Aye <br />Baumgartner Aye <br />Hodges Aye <br />Johnson Aye <br />Administrator Achen presented a memorandum to the Ramsey County legislative <br />delegation regarding a bill proposed by the County Board to eliminate the <br />distribution of half the court fines to the municipalities. <br />MSP (Johnson - Shelquist) to direct the Administrator to forward the proposal <br />to the District No. 1 County Commissioner and State Representatives in <br />the Ramsey County delegation. <br />Administrator Achen announced that Representatives Neisen and McCarron <br />would be at the agenda meeting Monday night, February 17, at 6:30 p.m. <br />He reminded Council of the joint meeting at Spring Lake Park City Hall <br />February 13 and the Minnesota Municipal League Action Conference at the <br />St. Paul Arts & Science Center February 26. <br />5 Ayes <br />
