PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A special meeting of the Mounds View City Council was called to order by <br />Mayor Johnson at 7:09 p.m. at the Spring Lake Park City Hall, 8429 Center <br />Drive, Spring Lake Park, Minnesota 55432, February 13, 1975. <br />Present: Mayor Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />Councilman Shelquist <br />Also Present: Clerk- Administrator Achen <br />Mayor Johnson announced that the special meeting was for the purpose of a <br />joint public hearing with the City of Spring Lake Park regarding revision <br />of Chapter 50 of the Mounds View Municipal Code, Lakeside Park COuiiission. <br />Mayor Johnson stated that before the proposed hearing be opened he wished <br />to read ' proposed legislation abolishing all municipal police departments <br />and creating one county -wide police department. <br />MSP (Baumgartner - Pickar) To adopt Resolution No. 661. 4 Ayes <br />Councilman Shelquist noted that the Metropolitan Significance Advisory <br />Council has recommended the Metropolitan Council be given authority to <br />approve municipal comprehensive plans, not just review them. He stated <br />that the Mounds View Planning Coiiu«ission is very concerned about this issue <br />and urges the Council to do what it can to object to this. Mayor Johnson <br />directed the Administrator to confer with the Planning Commission Chairman <br />regarding this issue and recommend an appropriate response by the City to <br />the Metropolitan Significance Advisory Council. <br />Mayor Ballstadt of the City of Spring Lake Park called a special meeting <br />of the City of Spring Lake Park to order for the purpose of conducting the <br />joint public hearing. Mayor Johnson declared the public hearing open to <br />the public at 7:23 p.m. Councilman Pickar asked Mr. Matti, Chairman of <br />the Lakeside Park Commission, to explain the proposed terms of the new <br />members of the Coumtission. Mr. Matti responded that the three citizen <br />members appointed by each city who are not city council members will <br />serve three year terms as indicated in Chapter 50. The city council <br />members of the Commission will serve one year terms. <br />Mayor Johnson asked for any residents' comments; there were none. <br />Mayor Johnson declared the public hearing closed at 7:30 p.m. <br />Mayor Johnson asked Administrator Achen to read proposed Ordinance No. 225 <br />amending Subdivision 30, Chapter 50 by adding one new Commission member from <br />each city. <br />MSP (Shelquist - Pickar) To adopt Ordinance No. 225. <br />
