Page 3 <br />March 10, 1975 <br />Administrator Achen's Report <br />MSP (Johnson- Baumgartner) to approve the following bills: General account <br />checks No. 10041 through 10103, Payroll account checks No. 1152 through 1154, <br />payroll checks No. 1762 through 1800, and transfer check No. 10104 transferring <br />$11,104.65 from General Fund, $1,041.50 from Water Fund, $1,427.83 from Sewer <br />Fund to pay gross pay of March 15, 1975. Total disbursements $56,763.30. 4 Ayes <br />Mayor Johnson asked the Attorney whether the condemnation commissioners' $4,100 <br />fees were justified. Attorney Meyers replied that they were appointed <br />by the courts and that there is no real way to challenge the claims. <br />Administrator Achen presented proposed change orders for the city hall addition <br />which include (a) two -way mirror in the police interrogation room, (b) replace- <br />ment of the ceramic tile in the restrooms with a vinyl tile, (c) adding hard- <br />wood veneer to the dais in the council chambers, (d) carpeting the stairway <br />and basement alcove, (e) painting interior glass panels in four offices. <br />MSP (Johnson- Baumgartner) to approve the two -way mirror request and decline <br />the four other proposed change orders. 4 Ayes <br />Administrator Achen requested Council approval to add another general admini- <br />strative phone line. He stated he has received many complaints of blocked <br />calls. The phone company did a block call study substantiating these complaints. <br />He added that Civil Defense funding of this new line has been requested. <br />MSP (Hodges- Baumgartner) to install another line as proposed by the administrator. <br />4 Ayes <br />Administrator Achen presented Resolution No. 666 authorizing execution of <br />joint powers agreement with the City of New Brighton to provide sanitary sewer <br />service to certain parcels of land lying south of County Road H. <br />MSP (Johnson- Hodges) to adopt Resolution No. 666 as presented. 4 Ayes <br />MSP (Baumgartner- Hodges) to adopt Resolution No. 667 authorizing execution <br />of joint powers agreement with Independent School District No. 621 for joint <br />usage of six ball diamonds. 4 Ayes <br />Administrator Achen presented a resolution for reapportionment of assessments <br />on Division No. 48961 Silver Lake Road parksite. He has not received a <br />recommendation from the financial consultant yet and taxes appear to be unpaid <br />for 1974 on this property. Council directed the administrator to check on this <br />for the next meeting. <br />Administrator Achen reported that the State Highway Department anticipates <br />that postponement of a decision by the Council in approving the Highway 10 <br />traffic signals will delay construction of the signals. Administrator Achen <br />plans to pursue further the matter of distribution of costs between city and <br />county. The City's next step is to present its argument to the County Board's <br />Environmental and Engineering Committee. <br />Councilman Pickar felt with the opening of the Mounds View shopping center <br />this summer we cannot afford a delay. He felt a real effort should be made <br />in the next two weeks to contact the County Board so that a decision can be <br />made at the next meeting. <br />
