Page 4 <br />March 10, 1975 <br />Engineer Bearden stated there is no written County policy and it should be <br />possible to negotiate a different cost distribution agreement. <br />Representative Neisen reported that Friday, March 14, 1975, at 2:00 p.m., <br />the Ramsey County House delegation meeting will be held. <br />Administrator Achen presented a report of police calls to liquor establish- <br />ments for Council information. <br />Administrator Achen presented Ordinance No. 226, amending Chapter 70 entitled <br />Municipal Water System. He explained the ordinance allows the City to handle <br />meter deposits as it has in the past by identifying them as prepayments. <br />Action on this ordinance was tabled until the next meeting to allow the <br />Attorney time for review. <br />Administrator Achen reported that recently part -time employees have been <br />determined eligible for unemployment compensation. Also an employee, who <br />was dismissed by the City is eligible. <br />Administrator Achen stated the police department has begun a new procedure <br />to enforce the junked car ordinance. The department surveyed the City and <br />found 240 potential violations. Letters were sent informing these residents <br />that they may be in violation of the ordinance and requesting their cooperation. <br />Administrator Achen reported that the park director plans to start Swen Thelin <br />full time next Monday. He will work full time until early August. <br />Mayor Johnson read the Planning Commission minutes of February 26, 1975. <br />Mr. Carlson's subdivision request was approved by the Planning Commission, <br />however, Mr. Carlson was unaware of all the procedures necessary for a <br />major subdivision. Council directed the staff to develop a system so that <br />this does not reoccur. Administrator Achen is to advise Mr. Carlson of <br />procedures to be followed. <br />MSP (Johnson - Pickar) to table the subdivision request of Richard Carlson <br />and refer it back to the staff for clarification of procedures required <br />by the subdivision ordinance. <br />Mr. H. Rasmussen's subdivision, approved by the Planning Commission, appears <br />to be a major subdivision instead of a minor subdivision. This item was <br />referred back to the staff and the Planning Commission. <br />Mr. Rasmussen asked for a definite time when home building could begin in <br />the area of Project 1973 -4. <br />Attorney Meyers stated the engineer should handle this problem, because <br />he is overseeing the construction. <br />Administrator Achen stated that Mr. Charles Hall, owner of the Mermaid Lounge <br />is interested in installing a bowing alley and asked that the Council be so <br />informed. <br />
