-5- <br />June 9, 1975 <br />Administrator Achen said he was at the park today and 11 units still remain that <br />are to be removed. <br />Mr. Johnson said there were 25 red tagged and tonight he solved the last <br />one he had problems with: He thought this approach was unfair. He agreed <br />that there are health and safety hazards. He said he asked for a list from <br />the City of these, and if the park cannot correct it, they will get someone <br />in there to correct it. <br />Mrs. Larson, manager of the park asked if Administrator Achen in his count <br />of 11 had counted lots where everything was cleaned and loaded on the trailer. <br />Permits couldn't be granted today for travel due to adverse weather conditions <br />so these will be moved tomorrow. <br />Mayor Johnson said Council has no intention of closing the park operation <br />down tonight. However, we have a report that the State of Minnesota health <br />inspector was there with reference to rotten food, maggots, rats, tin, <br />nails, broken glass, sharp metal. Council does not think there is any <br />question that there is a health hazard there. The storm happened on May 19 <br />and in another week it will be 30 days since it happened. Mayor Johnson said <br />he thought it would behoove the park owners to do more than what they have <br />done to remove all of the debris in the area. <br />Mr. By attorney for Mr. Johnson said when storm hit, it hit only land <br />owned by Mr. Johnson and the debris was from persons homes that lease the <br />land '2rcx;Mr. Johnson. We have contacted insurance companies and owners <br />that own these. It isn't Mr. Johnson's refrigerators, debris, and food. <br />All except one are in hands of salvage, and no permits were issued over <br />the weekend because of adverse weather. With the one exception, every unit <br />red tagged is cleaned:up and ready to move. The double unit was solved <br />tonight. He thinks it is manifestly unfair to ask Mr. Johnson to remove the <br />debris belonging to others at 1'Ir. Johnson's expense and thinks the ordinance <br />is entirely premature and Mr. Johnson is doing his level best to get this <br />debris removed. <br />Mayor Johnson said Council appreciates the owner's position, but he r,tut <br />appreciate the fact that the City Council is charged with a responsibiliy <br />to protect health, safety and welfare of citizens. If we can cooperate <br />together we can take care of the mess. Mayor Johnson hopes they appreciate <br />the many hours spent by volunteers, police department and the general city <br />taxes all citizens are spending on behalf of the mobile home park. <br />Mr. Johnson said he indicated his appreciation to all the people who helped <br />at the last Council meeting. His sole problem has been time and manpower. <br />He said people have been very kind and there has been debris and other things <br />around but it has been cleaned up as fast as possible and legal problems <br />are the only thing holding up work. He said, he, the owner could not <br />just go in and remove things that belong to others. <br />Attorney Meyers said we recognize the problem he as owner of the property <br />has However, the City has to make a decision whether a public nuisance <br />and health hazard exist. <br />Mr. Johnson said today or tomorrow everything will be taken care of. <br />Contractors are still working tonight cleaning some of these things up. <br />The one with the major health hazard will be clared away tonight. <br />
