-3- <br />June 23, 1975 <br />Mr. Redig, 7801 Long Lake Road, felt some investigation should be made <br />into something other than the shopping center. He wondered if something <br />else had been done in the area that would cause the water table to rise. <br />Mayor Johnson said other things had been looked into: 1. the shopping center, <br />2. the ditch at Greenfield Park partially filled in 3. tremendous amounts <br />of water, snow, and not much frost when spring thaw occurred. <br />Mayor Johnson explained that cleaning the ditch is not as easy as one might <br />think due to the fact that it is a judicial ditch and is governed by archaic <br />laws. <br />Mr. Rebeck, 2325 Oakwood, reported that the ditch needs to be cleaned from <br />St. Michael down to Greenfield Park. He wondered what the administrator <br />or Council had done as far as finding a solution to cleaning the ditch. <br />Mayor Johnson said the City went in with a backhoe and dug some of the <br />obstruction out of the ditch but the backhoe could not go any further because <br />it started sinking into the ground. <br />Mayor Johnson said the pond by the shopping center was pumped. <br />Mr. Skiba, building official for the City said the water table dropped the <br />next day. He verified by reading a log he had kept of rainfall measured <br />from his rain gauge and water levels taken from a test hole in his back yard. <br />Mr. Rebeck asked what had been done at this point by City to solve problem. <br />Mayor Johnson explained steps that had been taken by the City since Monday <br />evening to help alleviate the problem: 1. attempted to pump the pond, <br />2. determined to hire hydrologist and engineers to look at Greenfield Park, <br />ditch grades, drops, costs and how to cover the costs. <br />Engineer Bearden asserted that it would do no good to clean part of the ditch <br />it would only create a pond in that area. <br />Mr. Rebeck asked if a flow test could be taken to test the flow on the north <br />side of Hillview against the south side. <br />Engineer Bearden said he did studies and tests and read documented elevations <br />and hydraulic gradients. He said that digging out some of the blockage may <br />help but would not by any means be a permanent solution. Engineer Bearden <br />displayed a drainage map and indicated areas drained by storm sewers and where <br />the water flowed. <br />The regular meeting was recessed at 9:15 p.m. <br />Mayor Johnson called to order the public hearing on vacation and /or major <br />subdivision of Ronald Michna for property at southwest corner of County Road <br />H2 and Edgewood Drive. <br />Attorney Meyers reported that Michnas had contacted their attorney and it <br />was determined that it would not be necessary to vacate the existing plat. <br />And it then would be considered a minor subdivision. <br />Mayor Johnson expressed concern about landlocking in case a road may be consid- <br />ered in the future. <br />
