-4- <br />June 23, 1975 <br />Mrs. Barbara Haake, Planning Commission Chairperson, said that Michna <br />indicated to the Planning Commission that only one person would be willing <br />to consider a road going through, everyone else wanted to keep their large <br />lots. <br />Councilman Baumgartner objected to a 30 foot easement on the south of the <br />property because it would make a substandard corner lot. <br />Mr. Michna retorted that variances have been granted in the past on this <br />same lot size. <br />Councilman Shelquist explained in other similar instances the Planning <br />Commission has denied potential lot splits where future roadways would be <br />closed. And further that this is not cause for variance because there is <br />no undo hardship because of circumstances unique to the individual property. <br />Mayor Johnson said because the lots are already platted at 75' frontage, city <br />code would not prohibit building on them. <br />Motion (Johnson) to grant the lot split subject to two corner lots being <br />90 feet, interior lot 78 feet,a ten foot drainage easement on west lot <br />line, 30 foot easement on south lot line for potential street. <br />Motion died for lack of second. <br />Motion (Baumgartner) to approve lot split as presented with ten foot <br />easement on west lot line, lot sizes to be as indicated on surveyor's <br />certificate. <br />Motion died for lack of second. <br />MSP ( Shelquist- Johnson) to deny lot split on basis that to grant it as requested <br />would close off posibility of a future road and development of back remaining <br />lots and to grant it in any other way would require numerous variances not <br />only in lot size but in setbacks because it would create only a 68 foot build- <br />able space. <br />2 Ayes <br />Baumgartner Naye <br />Mayor Johnson called the regular meeting back to order at 9:37 p.m. <br />Mr. Dave Kasell, representing Perkins Cake and Steak proposed site on Highway <br />10 north of the Mermaid Supper Club. Mr. Kasell said there are two entries <br />and exits on Highway 10, the dining room faces the highway with a 100 car <br />parking lot, family style dining, and a sit down restaurant open 24 hours. <br />They do not propose changing the existing lay of the land. <br />Mr. John McLennan, Rice Creek Watershed Engineer, explained the type of <br />drainage required by their organization. Water runoff will be forced through <br />two boards so placed to form what is called a baffled weir designed to slow <br />down the flow of water and catch cigarette butts and other debris and drift <br />of automobiles- -only water would pass through. <br />Mr. Warren Johnson voiced concern about getting any more water in the area. <br />He could not see another development started without first correcting the <br />situation caused by the shopping center. <br />Mr. Roger Johnson, 7767 Long Lake Road, said permits for additional buildings <br />or houses should not be granted until the water problem is taken care of. <br />
