-5- <br />June 23, 1975 <br />Mr. McLennan said the water after leaving the weir would flow into the ditch <br />on the southwest side of Highway 10. The problem of draining water would have <br />to be worked out between the city, highway department and Rice Creek Watershed. <br />The culverts may not be sufficient. <br />Mr. Gordon Ziebarth, 5150 Bona Road, asked if the baffel could be blocked up <br />by sand draining across the parking lot and flowing into it. <br />Mr. McLennan said the baffel would have to be maintained by the property owner. <br />Mr. Kasell said they have a preventative maintenance program to keep the <br />trap clean. <br />Mr. Rebeck asked that the City make sure this is a complete plan. A city <br />hydrologist should be consulted to be sure it meets approval. He is not in <br />the way of progress but does not want another blunder made. <br />Councilman Baumgartner felt it would be a good idea to let the hydrologist <br />firm include this proposal in their investigation. <br />Mayor Johnson said in terms of the overall project, the concept is fine but as <br />far as drainage the Council wants assurance that the design is adequate. <br />Mr. Kasell agreed but said the bids are let and they are ready to go. <br />Councilman Shelquist said he likes the Perkins concept, he also likes McDonald's, <br />Bridgeman's type of development. He likes to see this type of development come <br />into the city. He questioned the two accesses to Highway 10. He asked if they <br />would consider only the access on Raymond Avenue. <br />Mr. Kasell did not feel it would be as good a flow. He was not opposed, but <br />not excited about giving it up. <br />Councilman Shelquist said he was concerned about the additional traffic <br />backup that could be generated at the traffic signal with the second opening <br />by the Mermaid. <br />MSP (Johnson- Baumgartner) to approve the concept development of Perkins Cake <br />and Steak as proposed subject to Council approval at a later date by Council <br />action subject to approved traffic entrance and exit, accomodations for water <br />and sewer, storm water draining, lighting, trash enclosures, and site approval <br />at a time staff and Council are able to secure approval from private consultants <br />on water and final approval to be given on July 14 providing everything is in <br />order. <br />Councilman Shelquist asked what if problems are not resolved by that date. <br />Mayor Johnson said that Perkins indicated they are ready to go and all the <br />City wants to do is make sure everything is right, specifically drainage. <br />Councilman Shelquist would like to see a time set to meet with Mr. Herbst, <br />city engineer and Rice Creek Watershed. <br />Mayor Johnson said a status report shall be made on June 30, given to Council <br />on July 7th and a final decision on July 14th. He directed the staff to arrange <br />for this report. <br />3 Ayes <br />
