-8- <br />June 23, 1975 <br />Paster's engineer, city engineer, State of Minnesota inspector,and Mounds View <br />building inspector get together to resolve the problems to solve drainage <br />problem for the Mounds View shopping center and no further construction is to <br />take place until a solution both temporary and permanent is brought to the <br />City Council. As a temporary solution that the two storm water holding ponds <br />be emptied in at least 8 hours and that each 8 hour period the ponds be emptied. <br />The costs to be incurred by Paster Enterprises. <br />Councilman Baumgartner asked if they could be pumped dry. <br />Mr. McLennan does not think that will be a problem but 8 hours is a very <br />strict requirement. <br />Motion was amended to 24 hours. <br />Councilman Shelquist asked if in the original design planned for the shopping <br />center if there is enough water storage to handle a 50 year rain. <br />Mr. McLennan said these are calculations of engineers including storage on the <br />roof. <br />Councilman Shelquist did not feel that Paster should be required to pump the <br />ponds continuously, but after a week of pumping, draining them once each rainfall <br />should be sufficient. <br />Add to Motion, pond shall be pumped dry in at least every 24 hours for the <br />first week and after that, after each rain. <br />Councilman Shelquist said one month ago Mr. Johnson appeared at the meeting <br />complaining of the water damage to his basement and construction was stopped <br />and Paster was given 30 days to present an adequate solution to the water <br />draining across County Road I and to prevent additional water from running <br />across County Road I. <br />Mr. McLennan reported on the ditch. He said he inspected portions of the <br />ditch. He discovered erosion from Mr. Harstad's property contributed to <br />blocking the ditch. Also, tires, boards from tree houses, papers and further <br />up in the park area substantial blockage and a new channel cut due to fill. <br />He said a little hand work could clean out the ditch temporarily relieving <br />some of the problem. <br />Mayor Johnson asked if the city took a drag line and scooped out the ditch <br />to clear that area, what affect it would have on the whole drainage. <br />Mr. McLennan said it would not have any affect at all. <br />Mayor Johnson asked if the ditch were hand dug as much as possible would it <br />alleviate any problem. <br />Mr. McLennan said it would be of some help. <br />Mayor Johnson said it may be feasible to use some of the project money <br />which was saved by not having to pay to have the fill hauled away to clean <br />out some of the ditch. <br />Mr. McLennan said the City would need a permit from Rice Creek Watershed <br />and agreement with the Department of Natural Resources. <br />
