SPECIAL MEETING <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A special meeting of the Mounds View City Council was called to order by <br />Mayor Johnson on June 25, 1975 at 6:45 p.m., at the Mounds View City Hall, <br />2401 Highway 10, Mounds View, Mn. 55112 to consider approval of solutions <br />to Mounds View Square Shopping Center's drainage problems. <br />Present: Mayor Johnson Also Present: Clerk - Administrator Achen <br />Councilman Baumgartner Engineer Bearden <br />Councilman Shelquist <br />Absent: Councilman Hodges <br />Councilman Pickar <br />Mayor Johnson stated that this special meeting was called by Council to <br />consider the recomliendations of city staff, Paster Enterprises and Rice <br />Creek Watershed district regarding storm water drainage at Mounds View Square <br />Shopping Center. This meeting is to follow up on the Council's action on <br />June 23, 1975 requiring construction to cease at the shopping center until <br />drainage problems are solved. <br />He noted the problem the city has had in getting the developer to perform <br />work that would solve the drainage problem. He stated that the city attempted <br />to stop contractors who were on the job Tuesday, June 24th, but was unable <br />to effect this without a court order. Now this meeting is to establish <br />specific requirements that the developer must meet in order to continue <br />work at the shopping center. <br />Councilman Shelquist asked whether the developer was aware of these solutions <br />and had agreed to perform them. <br />Mayor Johnson stated that the developer had participated in preparation of <br />these both yesterday afternoon and this morning. <br />Councilman Shelquist stated that, the action Council takes tonight should <br />include authorization for the city attorney to take whatever legal action <br />is necessary if these requirements are not completed as stipulated. <br />After discussion and some revision by the Council, Clerk- Administrator Achen <br />read the proposed drainage improvement requirements. <br />MSP (Shelquist - Buamgartner) that the Council authorize execution of these <br />requirements concerning Mounds View Square shopping center storm water <br />drainage and that the city attorney be authorized to take whatever legal <br />steps are necessary to assure timely completion of these. <br />3 Ayes <br />MSP (Johnson- Baumgartner) to direct the city administrator to correspond with <br />the Minnesota State Highway Department to explain the city's problems regarding <br />drainage in this area and specifically that storm water runoff from Highway <br />10 and to request the assistance of their department in cleaning Highway 10 <br />ditches. 3 Ayes <br />MSP (Shelquist- Baumgartner) to adjourn at 7:45 p.m. 3 Ayes <br />Respectfully submitted, <br />rtAr <br />Mark Achen <br />Clerk- Administrator <br />
