-4- <br />July 28, 1975 <br />Mayor Johnson reported that Council has discussed the open - endedness <br />of the Mermaid Bowling Alley at their agenda meeting and decided that <br />if the bowling alley was not under construction by a certain date <br />that the building permit may be retracted. <br />Mayor Johnson said he would like to give them until a certain time <br />next spring for construction to be started. <br />Attorney Meyers said a policy to this effect could be written. <br />MSP (Johnson - Shelquist) to adopt a policy with regard to the <br />Mermaid Lounge Bowling Alley that construction must be commenced <br />and appropriate fees at the time of construction of the Bowling Alley be <br />paid. <br />Councilman Shelquist thought that the permit should have a six month <br />restriction on completion time. <br />MSP (Shelquist- Johnson) to amend motion to place a six month limit <br />on the length of time that construction may be in progress after <br />initiation of construction. <br />Engineer Bearden presented a report to the Council on temporary <br />drainage improvements for storm water ponding north and south <br />of Ardan Avenue between Red Oak Drive and Fairchild Avenue. <br />Water tight manholes with control inlets at the two backyard <br />catch basins could be constructed for approximately $360.00. <br />Or, a less permanent type construction could be tried to see <br />what problems may occur. This could be accomplished by constructing <br />a sand bag dike around each of the two catch basins to prevent water <br />that may come out of the catch basins from running into the back <br />yards of the adjacent property. If this method is employed the <br />run -off from the surface that normally gets into the catch basins <br />may have to be pumped over the sand bag dike into the catch basins. <br />It is recommended that if this method is employed that boulevard <br />sections be checked and graded higher, if required, to provide <br />water storage on the streets without overflowing the boulevards. <br />Mr. Roger Grosse, 2757 Ardan Avenue, suggestsconcrete pipe be used <br />instead of the sand bags. <br />Engineer Bearden said it would be possible on the north of Ardan but <br />on the south side it is more complicated. <br />MSP (Baumgartner - Shelquist) to accept the engineer's recommendation <br />as a temporary solution to put in a concrete pipe at a size, height <br />and diameter as determined by the city engineer for the rear of the <br />property north of ardan and sand bag the catch basin just off of <br />Red Oak Drive south of Ardan and to proceed post haste. <br />5 Ayes <br />5 Ayes <br />
