Page 3 <br />September 8, 1975 <br />MSP (Hodges- Shelquist) to approve Resolution No. 687 levying the <br />assessment for Smith Transfer over a ten year period at 8% interest. 4 Ayes <br />Mayor Johnson called to order the public improvement hearing on Project <br />1975 -7 emergency exit at Mounds View Mobile Home Park. <br />Mayor Johnson asked Engineer Bearden to review the proposed improvement <br />project. <br />Engineer Bearden said Council had instructed him to prepare a study <br />for an emergency exit to the Mounds View Mobile Home Park. He read <br />the feasibility study. <br />Mr. Gerald Pittman, 5379 Raymond Avenue, said it is a very good idea <br />to have an emergency exit, and it should have been installed a long <br />time ago. <br />Engineer Bearden explained that Council policy would be to assess the <br />cost against the Mobile Home Park. <br />Delores Peterson, 2133 Belle Lane, asked why this exit is necessary. <br />Mayor Johnson said during the tornado this past spring, some emergency <br />crews got into the mobile home park and were marooned for three hours <br />and could not get out because the power line was blocking the one and <br />only exit. <br />Mr. Aldon Johnson, owner of the park wanted to know why it benefitted <br />the park. He said when the park was first built they asked the City <br />to permit a street and culvert in this area so people living in the <br />trailer court could have an easier access to Pinewood School and the <br />area west of the park. He said he could not see spending $7,000 for <br />something that would hardly be used. He feels the City should be <br />liable for some of the cost if they want the gate. He said if the <br />City is going to make him put in this gate they should make the other <br />mobile home parks do the same thing. <br />Mayor Johnson said the City did not have an ordinance on this but <br />because of the experience with the tornado it was decided that the <br />Mounds View Mobile Home park needed the gate. The other courts have <br />not been studied. <br />Mr. Johnson said the policy should be adopted for everyone, not <br />just one. It doesn't benefit the park, but rather benefits the City. <br />Mayor Johnson retorted that it did benefit the park. Trailer owners would <br />have better emergency service protection with the gate installed. The <br />gate would be used only for emergencies and would be kept locked. The <br />police chief or fire department would be the only ones with keys to the <br />gate. <br />Councilman Baumgartner said that persons from the mobile home park had <br />asked for another exit. <br />
