Page 4 <br />September 8, 1975 <br />Attorney Meyers stated at the time the mobile home park was put in this street <br />was envisioned and residents in the area came in and objected not only to <br />the street but the park itself. Over the years it has been going along <br />alright, but the tornado illustrated that the one exit poses a hazard. <br />The City must provide fire, ambulance and police emergency service to the <br />park. There is no benefit to anyone other than the persons that <br />live in the park and owners of the property. <br />Mr. Johnson said he received a late notice on this assessment, and because <br />he has not had a chance to look at it, asked Council if this could be <br />tabled in order that he may look into some other recourse. He said they <br />are in the construction business and could possibly do the work themselves. <br />Councilman Shelquist asked what portion of the improvement cost is for <br />concrete curb and gutter. <br />Engineer Bearden stated $600. <br />Councilman Shelquist asked why this is required when none of the other <br />city streets have it. <br />Engineer Bearden said it was because it was proposed to be the same as the <br />existing streets in the trailer court. He said this is an estimated cost. <br />If the work could be done by the owner, the cost might be considerably less. <br />Mr. Johnson said the gate would probably be used only about once every <br />ten years, and for that reason he did not see any need for such a permanent <br />type street installation. <br />MSP (Johnson- Hodges) that proposed improvement be referred back to the <br />engineer and he and Mr. Johnson get together and discuss proposed <br />improvements and methods of effecting the improvement all of which should <br />encompass the gate. <br />Councilman Hodges retracted his second. <br />Mayor Johnson amended the motion to read results of negotiations are to <br />be reported back at the October 14,1975, meeting. Councilman Hodges <br />seconded the revised motion. <br />Mayor Johnson adjourned the special hearing at 9:15 p.m. and called the <br />regular meeting back to order. <br />Administrator Achen presented proposed Briar Lake major subdivision prelimi- <br />nary plat stating that Council had previously approved this plat but <br />that the 100 day period in which to file the final plat had lapsed. <br />It is a legal formality that this plat be reprocessed. He said Council <br />could approve the final and preliminary plat tonight, because a hearing <br />has been held previously. <br />4 Ayes <br />
