Page 6 <br />September 8, 1975 <br />Administrator Achen presented proposed policy regarding grace period for <br />removal of original garage when second garage is constructed. City ordinance <br />allows for only one garage and when persons are building new garages on <br />their property. <br />MSP (Hodges - Shelquist) to accept the policy that the first garage must <br />be torn down within 30 days after final inspection. 3 Ayes <br />Baumgartner Naye <br />Administrator Achen reported on a proposed "No U- Turn" sign on County Road <br />H2 median and St. Stephens Street. People are going around the median <br />u- turning into St. Stephens. The police department feels a no u -turn <br />will deter people from making these turns. <br />MSP (Shelquist - Hodges) that maintenance department be instructed to <br />erect a no u -turn sign on the median on County Road H2 and St. Stephens. 4 Ayes <br />Administrator Achen read Resolution from the Planning Commission recommending <br />adoption of the Comprehensive Plan Update. <br />Mayor Johnson announced the Planning Commission has had about four public <br />hearings on the Comprehensive Plan Update. <br />MSP (Shelquist- Baumgartner) to acknowledge receipt of the new Comprehensive <br />Plan from the Planning Commission and to direct the administrator to refer <br />it to the Metropolitan Council. <br />Engineer Bearden presented final plans and specifications for improvement <br />Project 1975 -4 Mounds View Square shopping center. Engineer Bearden said <br />the improvement was for Highway 10 ditch between County Road I and Long <br />Lake Road. It consists of constructing the ditch grade to provide positive <br />drainage and lowering of the S.E. culvert. The ditch will extend to the <br />corner of County Road I. The County engineering department said they <br />intend to improve both sides of County Road I. <br />Engineer Bearden said the County expects to do the County Road I work <br />within the next two weeks. <br />Engineer Bearden said if the bids were opened on September 29, completion <br />could be affected in about 45 days. Sodding can be done until about the <br />1st of November. Engineer Bearden suggests sodding be done this Fall and <br />making the contractor responsible for caring for it next Spring until <br />it has taken root. It will have to be watered and rolled this Fall. <br />MSP (Shelquist- Hodges) to acknowledge receipt of final plans and specifi- <br />cations for Improvement Project 1975 -4 and to advertise for bids to be <br />opened September 25 at 11:30 a.m., to perform drainage improvement. <br />Mayor Johnson asked that Engineer Bearden include unit prices in the <br />bids for concrete curb and gutter and bituminous swale work to stabilize <br />the ditch at the corner of I and Highway 10. <br />Administrator presented proposed resolution declaring certain tax forfeited <br />lands non - conservation and conservation. The Park Commission recommends <br />that the Council acquire the property on the corner of Quincy and Hillview <br />Road near the existing Greenfield Park. <br />4 Ayes <br />4 Ayes <br />
