Page 3 <br />September 16, 1975 <br />thought the road would eventually go, but now the road has gone in on <br />the east and their house faces the wrong direction. <br />A. Zielinski, 8344 Groveland Road, said he has no intention to split his <br />lot unless he is forced into it. He lost thirty feet of his garden for the <br />new street and thus feels he has no benefit. <br />Frank Gabrf!sh, 2832 County Road J, asked what his assessment would be. <br />He feels the water service on the new road does not benefit his property. <br />Ingvald Johnson , 8384 Long Lake Road, stated he had area storm water <br />assessments from Ardan Avenue and now receives storm water assessment for this <br />project. He objects to the assessment. <br />Mr. Rubenstein stated he also objects to the assessment because it would be <br />greater than the improved value of his client's property. <br />Mrs. Huhne, 8406 Red Oak Drive, argues if she could subdivide but not get the <br />value of the assessment out of it, she would object. <br />Herman Wiese, 8465 Groveland Road, asked if he would be assessed for frontage <br />on the new street. <br />Engineer Bearden answered yes. <br />Alice Robinson, 8340 Long Lake Road said she is not interested in splitting <br />the lot now. she asked if when she does want to split the lot, whether she <br />would be allowed to do so because her lot is only 75 feet wide. <br />Councilman Shelquist stated the Planning Commission would probably allow <br />such a subdivision because the 75 feet will front on the new street, <br />and it would not be fair to deny them such a subdivision. <br />Mayor Johnson answered affirmatively to a question about whether the market <br />value of the improved lots would exceed the cost of this improvement assessment. <br />Seegar Swanson explained the assessment procedure for spreading the payments <br />over fifteen years at 8 percent. He stated the principal will be divided <br />equally and the interest will be on the unpaid balance. <br />Alice Robinson, 840 Long Lake Road, stated some complaints about the <br />construction. <br />Mayor Johnson asked Council what they desired to do in regard to adopting <br />the assessment roll. <br />MSP (Baumgartner - Shelquist) to direct the staff to type the specific <br />objections to the assessment roll and mail them to Council for consideration <br />over the weekend and to make a final decision on adopting the roll by <br />Monday,September 22, 1975, meeting at 6:30 p.m. prior to regular Council <br />meeting. <br />4 Ayes <br />MSP (Baumgartner - Shelquist) to adjourn at 10:10 p.m. 4 Ayes <br />List of persons in attendance attached; <br />
