Page 2 <br />October 14, 1975 <br />Administrator Achen said Mounds View had no problems concerning the agreement, <br />all points were mutually agreed upon and the contract was ready for execution. <br />Mayor Johnson asked what impact the new contract had on the City and what <br />percent increase there is in the cost of police services as a result of the <br />contract. <br />Administrator Achen reflected some changes in compensation and fringe <br />benefits. An increase in city costs of 182percent, some resulting from <br />scheduling changes lost time. Salary increases amounting to around <br />16 to 17 percent per individual officer depending on tenure. Holiday <br />credits, eleven per year. An additional days vacation per year not <br />to exceed 20 days for over ten years of service. Uniform allowance <br />increase from $175 in 1975 to $200 for 1975. Addition to educational <br />incentive and longevity. Injury in the line of duty benefits, allows <br />the city to pay of to 60 days sick leave, paying the difference between <br />employees regular rate of pay and any workmen's comp benefits for a <br />period not to exceed 60 days beginning with the sixth working day of <br />such injury. Such time not to be charged against employee's sick leave. <br />The basic salary of a patrolman if $1230.00 per month retroactive to <br />January 1, 1975. Administrator Achen added that this is a contract for the <br />1975 calendar year. <br />Councilman Baumgartner emphasized that this contract was a result of <br />an arbitration award through State negotiation teams and union arbitrators <br />under State statutes. He feels it is a very generous award. He said the <br />City tries to maintain a dollar amount level above patrolman for sergeant, <br />lieutenant, captain and chief, making additional costs in readjusting <br />these other salaries. <br />MSP (Hodges - Pickar) to accept the contract and agreement with the Union <br />and authorizing the Mayor and Council to execute the agreement. <br />Shelquist Aye <br />Pickar Aye <br />Baumgartner Aye <br />Hodges Aye <br />Johnson Aye <br />Mayor Johnson acknowledged the subdivision request of Arlue Smith, <br />dividing one 115' X 423.2' lot at 8461 Groveland Road into two <br />lots 115'X 245'and 115' X 178.2'. He asked Ms. Smith if the back <br />lot lines corresponded with other lot lines in the area. She stated <br />yes. <br />Councilman Shelquist read an exerpt from the Planning Commission minutes <br />concerning this subdivision. <br />Mayor Johnson asked if the easements shown on her sketch plan were <br />drainage easements. <br />Ms. Smith said she had whatever the requirement was on her sketch. <br />Councilman Shelquist explained that the sketch shows a five foot easement <br />on the north east /west property line and a ten foot easement on the south <br />east /west property line. <br />
