Page 3 <br />October 14, 1975 <br />Mayor Johnson asked if electrical easements were given on the back lot <br />lines. <br />Councilman Shelquist said the sketch indicates five feet on each side <br />of the rear property lines. <br />Mayor Johnson asked Ms. Smith if she had signed with NSP for easements. <br />Ms. Smith said her stepfather had torrence title and she was sure he <br />signed easement agreements with NSP. <br />Mayor Johnson asked Ms. Smith if the east /west easements on the north <br />and south property lines were actually easements or if they could be <br />setbacks. <br />Ms. Smith stated she did not know what he meant by easements or setbacks. <br />Mayor Johnson explained the setbacks would be for allowing setbacks on <br />houses, garages, etc., easements would allow the city to dig holes or <br />whatever may be necessary to maintain certain public services. <br />Mayor Johnson asked what the elevation of the streets is. <br />Ms. Smith said she did not know the exact elevation but that water stood <br />in the southeast corner of the street after a rain. <br />MSP (Johnson - Shelquist) to approve the minor subdivision request of <br />Arlue Smith creating two lots, one 115' X 245' fronting on Groveland, <br />one 115' X 178.2' fronting on Fairchild. A utility easement of a ten <br />foot strip at the point 211 -1/2 feet back on the westerly lot and a <br />drainage easement on the north east/West line of ten feet and five feet <br />on the south east /west line, and further that elevations of the homes <br />or dwellings are to be constructed so that the drainage flows from the <br />back lot lines out to the streets. <br />Councilman Shelquist said he feels if there are no drainage easements on <br />adjacent lots that this is not necessary on this lot. <br />MSP (Shelquist - Pickar) to amend the motion to direct the administrator to <br />investigate the five and ten foot drainage easements on the sketch and <br />if they do not exit that these easements be deleted from this plat. <br />Vote on the main motion. <br />Mayor Johnson directed the administrator to inform the building inspector <br />that at such times applications are taken to review and make sure they are <br />clear, concise and accurate. <br />Mr. Donald Balk, 2656 County Road J, spoke on his major subdivision request. <br />He said he has been trying to get his property divided since June. He <br />said he was delayed initially because of surveyor problems and when he <br />finally went to the Planning Commission with his preliminary plat, the <br />Planning Commission had a letter from Ramsey County saying they were taking <br />an additional 16 feet of right of way for the County Road J which made it <br />difficult for the Planning Commission to decide if they should allow six lots <br />on Sunnyside or not. So rather than wait any longer, he decided to go into <br />5 Ayes <br />5 Ayes <br />
