Page 6 <br />October 14, 1975 <br />Administrator Achen said there is a question of whether two fee applications <br />are required because two properties are involved. <br />Councilman Pickar suggested Council take action in this case to charge <br />only one $10 fee and return the other $10 fee. <br />MSP (Pickar- Hodges) to accept the payment of the $10 variance as full fee <br />for Duane McCarty's variance and return Mr. Frits $10 fee. 4 Ayes <br />Baumgartner Naye <br />M (Shelquist) to amend the previous motion to grant a variance as <br />requested by Duane McCarty, 8060 Long Lake Road between his home and the <br />home of William Frits, 8206 Long Lake Road, because of the several misunderstandings <br />and inconveniences caused these people by the city office and because the <br />Planning Commission indicated approval when they heard it as a non -fee item. <br />And, the motion was dropped because Attorney Meyers ruled that Council did not <br />have the power to grant variances. <br />Councilman Baumgartner said he feels the $50 fee should still be paid <br />because of an innocent mistake in the office. <br />Mayor Johnson read a citizen request for a street light on Woodlawn Drive <br />between Hillview Road and Sherwood Drive. <br />MSP (Johnson- Hodges) to request NSP to install a street light in that <br />area. 5 Ayes <br />Mayor Johnson read a letter from the Mounds View Lion's Club requesting <br />permission for a permanent special use permit to conduct a used car flea market <br />at the Launching Pad. <br />Mayor Johnson said he was concerned about creating a lot of used car <br />jockeys within the City using their garages for workshops. <br />Councilman Hodges said he had been at the flea market and most of the <br />cars there were newer model cars. <br />MSP (Baumgartner - Pickar) to extend the special permit only until the <br />first of December and that signs on the north of Highway 10 be removed <br />on December 1st and that the Lion's Club reapply at such time they <br />wish to resume the flea market. <br />Councilman Shelquist said he objected to the set of signs on the Highway. <br />He said it is unsightly but he has no objection to one permanent sign to <br />advertise the market. <br />M (Shelquist) that the multiple signs be taken down. <br />Motion died for lack of second. <br />Vote on main motion. 4 Ayes <br />Shelquist Naye <br />Councilman Shelquist noted that his Naye vote was due to the signs. <br />
