Page 5 <br />October 27, 1975 <br />Mr. Bill Wilson of Johnson - Wilson Builders was present in the audience <br />and presented plans for the Mounds View Mobile Home Park emergency exit. <br />Engineer Bearden reviewed the plans which included a driveway and a 16 foot <br />gate across the driveway to be kept locked and used only in emergency <br />situations. The driveway is to be located on Raymond Avenue between <br />Bronson and Belle Lane. <br />Mayor Johnson asked Engineer Bearden if he was satisfied with the plans <br />as presented. <br />Engineer Bearden said the only thing to be added is top soil on the sides <br />of the driveway. <br />MSP (Johnson- Hodges) to accept the plans and specifications for Improvement <br />Project 1975 -7 for the addition of an emergency exit at Mounds View Mobile <br />Home Park. The plans and specificationspresented should also incorporate <br />construction of a locked gate to correspond with existing fences in the area <br />and the side slopes are to be covered with black dirt and sodded. The <br />gate is to be maintained free of snow and ice during periods of inclement <br />weather. The fill material is to be compacted to 95% standard density. The <br />keys, which lock the gate, shall be kept by the fire, police and civil defense <br />departments. 5 Ayes <br />Mr. Wilson wanted to know who will be responsible for the city side of the <br />gate as far as snow removal. He said when the plows go through, if the <br />gate is not cleared, the snow banks may become hardened and very difficult <br />to remove. <br />Councilman Shelquist said in some suburbs, the plows have wings that drop <br />into driveways to clear the snow. He has seen Ramsey County plows with <br />these wings and suggests it may be feasible to have them wing out the <br />snow by the emergency drive and gate. <br />Mayor Johnson told Mr. Wilson he would need a permit, license and perfor- <br />mance bond in an amount sufficient to complete the Project on file at the <br />city office before he could begin work. <br />MSP (Hodges - Pickar) to approve the bills with the following changes, that <br />the maintenance superintendent investigate checks #11325 and #11326 to <br />see if the prices charged the city are fair. To void checks #11319 and #11320 <br />and to issue check #11377 ($4,161.95) to B -E Enterprises for normal work in <br />construction of the city hall building. General Fund checks #11300 through <br />#11373, and 11376, Payroll Account checks #1207 through 1212. Payroll checks <br />#3035 through 3070 to pay gross pay of October 30, 1975. Transfer check <br />#11374 transferring from General $13,960.03, from Water $1,040.00, from <br />Sewer $1,549.12 to pay gross pay of October 30, 1975. Transfer check #11375 <br />transferring $ 2,068.50 from General to Payroll to pay back health <br />insurance premiums as a result of Local 320 arbitration award. Total <br />Disbursements $51,614.30. <br />Administrator Achen read the license for approval. <br />5 Ayes <br />MSP (Pickar - Hodges) to approve the license: Water proofing - Meridian <br />Water Proofing. 5 Ayes <br />
