-3- <br />Administrator Achen read proposed Resolution #696 to the Council, <br />stating that it was an application for subsidy of rent for eligible <br />families. If the families are able to meet certain income guidelines <br />and if the rental units and the applicants are eligible, they may <br />receive a portion of their rent. At present, Mounds View residents <br />are not eligible for this and this resolution would put us on the <br />waiting list of communities desiring to participate in the program. <br />This resolution would also be a step toward meeting the housing <br />assistance goals. <br />MSP (Hodges - Baumgartner) to approve Resolution #696. 5 ayes <br />Administrator Achen then mentioned the appointment of Eva Melhouse <br />to fill the vacancy in the Administrator's Secretary position. He <br />stated her excellent credentials. She began work November 12, 1975, <br />subject to 6 months probational requirements, at a salary of $4.04 <br />per hour. <br />MSP (Hodges - Shelquist) that we hire Eva Melhouse at the rate of $4.04. 5 ayes <br />Mayor Johnson stated that the Council hired the firm of Banister, Short, <br />Elliott, Hendrickson & Associates, Inc. to make a storm sewer study <br />within the city. Before getting into the project it was felt that <br />we should have three regional information meetings throughout the <br />city tentatively scheduled for 7:00 p.m. Monday, January 5, Edgewood <br />cafeteria; Monday, January 19, Pinewood small gym; and Tuesday, <br />January 20, Red Oak gym. It will give the citizens of the area an <br />opportunity to tell us what they feel their problems are. Mayor <br />Johnson stressed that all of the Council should try to make every one <br />of these meetings. <br />MSP (Johnson - Pickar) that we hold three information meetings on the <br />above respective dates and places. Councilman Shelquist corrected <br />Red Oak small gym to read only "gym" as Red Oak only has one gym. <br />Attorney Meyers stated that the notice that is published in the paper <br />should be so worded so as to be strongly informational. It will <br />also be emphasized in the news letter soon to be going out. <br />5 ayes <br />MSP (Johnson - Shelquist) that a legal notice be published in the legal <br />newspaper informing the citizens that there is an informational meeting <br />to be held on those dates and locations, and that we get an article in <br />the paper before each meeting as well. 5 ayes <br />Administrator Achen stated that the following funds were to be trans- <br />ferred: (1) From Water (7089) to Improvement Bonds (5943) $18,565.50 <br />and (2) from Sewer (7389) to Improvement Bonds (5943) $18,565.50 for <br />reduction of 1975 debt levy per budget. (3) From Project 1973 -4 <br />(6189) to General (1043) $4,570.12 for two percent administrative <br />overhead on third quarter 1975 expenses. <br />MSP (Hodges - Shelquist) that the above Transfer of Funds be approved. 5 ayes <br />
