-5- <br />MSP (Johnson - Shelquist) that we approve the license requests of <br />all applicants with the exception of Delores Saunders. 5 ayes <br />Administrator Achen stated that Ramsey County Commissioner Robert Orth <br />has requested that he be able to attend the December 15 agenda session <br />to discuss the relationship between the city and the county. If the <br />Council has no objection, we will tell him that he may attend. <br />Mayor Johnson said that last year he had gotten involved in the county <br />legislative package and he tried to emphasize the attitude of trying <br />to work together. They have apparently listened and the Council should <br />take the time to read Commissioner Orth and Commissioner Norgard's <br />proposals. These proposals should be distributed to and read by each <br />Councilman. <br />Administrator Achen further stated that a motion is necessary to adopt <br />the assessment for the Jerry W. and Susan Ackerman subdivision that <br />was approved subject to their acceptance of the assessment of the new <br />parcel. It was accepted in the form of an agreement as of October 10, <br />1975. In order to certify this to the county we need a Council motion. <br />MSP (Hodges - Shelquist) that we certify the Ackerman assessment of <br />$6,826.73 for water, sewer, street and storm sewer improvements for <br />the Ackerman's subdivision (8% for 14 years). <br />Mayor Johnson asked Administrator Achen the status of the negotiations <br />with the police on their settlement for 1976. He replied that he had <br />had a meeting with the shop steward and business agent a week ago <br />last Friday and a tentative agreement was reached for 1976, but the <br />union indicated that they were not interested in considering a third <br />year mainly because they thought that New Brighton had settled low. <br />A negotiation committee met with the Teamsters' office and the Teamsters <br />have approved that settlement in three other communities like New <br />Brighton, in which case Mounds View employees would be willing to go <br />that route also. The New Brighton settlement was $1,230 to $1,328 <br />in 1976 and $1,400 in 1977, with insurance benefits increasing from <br />$50 in 1975 to $60 in 1976 and $65 in 1977. <br />Mayor Johnson also asked the Administrator about the authorized <br />resolution to the Department of Corrections, to which he replied that <br />it was still being worked on as he thought it deserved a lot of <br />attention since it was a very sensitive area. <br />The dog report for October, 1975, was read to the Council and Mayor <br />Johnson stated that with the Council's permission, we should still <br />tell MAPSI to pursue vigorously the enforcement of the dog ordinance. <br />5 ayes <br />
