Administrator's Report <br />-2- January 9, 1976 <br />ITEM 10. Proposed ordinance attached. <br />ITEM 11. Recommend transfers to effect year end closing: <br />(1) To close temporary bond fund - <br />$80,343.30 FROM Temporary Bond TO Improvement Bond <br />(2) To correct previous transfer that negelcted <br />December 22nd bills. Closes out Project 1973 -5 <br />(auditor recommended this procedure) -- <br />$4,108.97 FROM Improvement Bond TO Project 1973 -5 <br />ITEM 12. Recommend approval of all licenses. <br />ITEM 13. Administrator's Report <br />(a) Recommend following employees who satisfactorily <br />completed probationary periods in December, 1975, <br />be retained as regular full -time employees: <br />Mischa Moran, Steven Rose, Marcia deLaBruere. <br />(b) Appointment of skating rink attendants was <br />neglected at last meeting. List attached. <br />(c) $83,824.74 was received from State for State Aid <br />portion of Project 1973 -4. $71,284.90 was <br />designated by Council to reduce assessment. <br />Council indicated balance ($12,539.84) was to go <br />to Revolving Fund. This should be formally acted <br />upon. <br />(d) December dog report: <br />Hours of pafrol 11 <br />Dogs picked up 8 <br />Total days boarded 30 <br />Dogs released 2 <br />Dogs enthanized 4 <br />Dogs sold 0 <br />Dead on arrival cases 2 <br />Violation tickets issued 3 <br />MAPSI bill for services $170.50 <br />2. Explanation enclosed from Spring Lake Park Firemen's Relief <br />Association regarding disparity between existing pension <br />benefits and those of firemen who are already retired. <br />3. Local No. 49 mediation session set for January 15. Issue of <br />possible strike is still cloudy. Mounds View maintenance <br />do not want to strike but will probably abide the strike if <br />general, area -wide membership so votes. To strike the Bureau <br />of Mediation Services must first certify an impasse. The <br />union then must request binding arbitration. The employers <br />
