PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />PUBLIC HEARING ON COMMUNITY DEVELOPMENT <br />NEEDS, GOALS & OBJECTIVES <br />The public hearing was called to order by Mayor Johnson <br />on February 2, 1976 at 7:22 p.m. at the Mounds View City <br />Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Present: Mayor Johnson Also present: Admin. Achen <br />Councilman Baumgartner <br />Councilman Shelquist <br />Absent: Councilman Hodges <br />Councilman Pickar <br />Mr. Floyd Linnell, representing the Mounds View Senior Citizens, <br />5205 Sunnyside, stated that the Senior Citizens feel that a sema- <br />phore at Long Lake Road on Highway 10 is needed. He also indicated <br />that he felt the stop sign on Sunnyside Road at Ridge Lane was <br />not entirely necessary. <br />Mayor Johnson asked Mr. Linnell whether he had any other suggestions <br />of community development needs. <br />Mr. Linnell remarked that the city's recreation programs for <br />seniors were very helpful for those seniors who have much spare <br />time on their hands. <br />Mayor Johnson asked Administrator Achen what action was required <br />of the Council. <br />Administrator Achen stated that Council should establish a priori- <br />tized list of community needs and objectives for meeting those <br />needs. Then Council should determine which objectives are <br />appropriate for seeking federal assistance through the Community <br />Development Block Grant program. <br />Councilman Shelquist stated that the possibility of constructing <br />a trail system in conjunction with the construction of storm <br />sewers is under consideration by both the Planning Commission and <br />Park & Recreation Commission. <br />Councilman Baumgartner stated that he feels permanent recreation <br />buildings in a number of city parks is a top priority need. <br />Mayor Johnson stated that he considers the need for land acquisi- <br />tion and construction of an additional well to be important. <br />Mayor Johnson recessed hearing at 8:08 p.m. to handle the scheduled <br />informal agenda session items. <br />
