Administrator's Report <br />-2- March 5, 1976 <br />ITEM 17. Two licenses may be of concern: Minnesota Exteriors <br />was previously denied for renewal, because they had not cooperated <br />with inspectors. Have since satisfied Wally that they should be <br />given another chance; recommend approval. Bud Teslow, local <br />resident, is a peddler of Mexican import paintings, pottery, <br />tapestries, etc. St. Paul has no record of his associate, <br />Karolyn Woog, who purportedly was licensed there. Has so far <br />been unable to arrange a location for his business. Recommend <br />table until such arrangement unless Council plans to deny anyway. <br />ITEM 19. Report of Administrator: <br />a. Messiah Lutheran Church has requested street light at 2833 <br />County Rd. H -2. Light exists at northeast corner of H -2 <br />and Knollwood, half block away. The request primarily provides <br />light for their parking lot. Have received no input from <br />neighboring properties. Other large property owners (businesses) <br />are required to provide lighting for their lots. Street light <br />would cost $7.05 /month. Some cities, because of financial <br />squeeze, have begun billing street lighting costs directly <br />with utility bills. Recommend Council either deny or direct <br />staff to survey neighbors to determine whether it is really <br />needed other than for parking lot. <br />b. Recreation program personnel job descriptions are enclosed. <br />Motion to approve will simply formalize the positions and <br />rates currently existing. <br />c. Public Works Director job description should be adopted by <br />motion and administrator directed to begin selection process, <br />if Council desires. <br />d. Proposed development agreement ordinance, enclosed, can be <br />carried over to another meeting. Put it into the building <br />permit code (Chapter 59) because that is the most inclusive, <br />i.e. applies to almost all developments. <br />ITEM 20. Adjournment at 12 midnight . . . but I'm not putting <br />any money on that. <br />2. County Rd. I traffic signal went into operation February 26. <br />Problem with ice in electrical conduit at H -2 so that signal will <br />not be in operation for another 2 -4 weeks. <br />3. Blaine will hold public hearing Tuesday, March 9, 8:00 p.m., <br />city hall, regarding $300,000 CDBG application to improve <br />judicial ditch drainage system. <br />4. Proposed new subdivision chapter and memo explaining are enclosed. <br />5. League of Minnesota Municipalities' annual workshop for council <br />members is Saturday, April 10, 8:30 a.m. to 4:00 p.m., Radisson <br />Inn, Plymouth. Registration deadline April 2nd. Let me know <br />whether you plan to attend and I will send them a purchase order. <br />6. League annual conference is June 9 -11, Duluth. I have to reserve <br />rooms and make deposits as soon as possible, so let me know Monday <br />night whether you plan to attend. I will try to get accommodations <br />at the Hotel Duluth or Voyageur Motel, both of which are within <br />walking distance of the convention center. If you have another <br />preference, let me know. Radisson Duluth is sold out_ <br />7. Received draft environmental impact statement (EIS) for 3M's pro- <br />posed research /office park in Oakdale. It is 509 pages long. <br />Available in my office for review. <br />8. Police department February report enclosed. <br />
