-5- <br />A roll call vote was requested: <br />Councilman Pickar - aye <br />Councilman Shelquist - aye <br />Councilman Hodges - aye <br />Councilman Baumgartner - aye <br />Mayor Johnson - aye <br />Motion passed. <br />The public hearing on the Roland Miller request for a special <br />use permit adjourned at 9:03 p.m. and Mayor Johnson called <br />the regular Council meeting back to order. <br />Proposed development contract for the Mermaid bowling alley. <br />Administrator Achen stated that based upon the Council's <br />request the developer has submitted slightly revised plans. <br />The lighting has been altered, the kinds of shrubs, etc. have <br />been specifically set forth. Chuck Hall of the Mermaid was <br />asked if there is an area where he will use something other <br />than sodding. He replied that he has a 110 -foot wide gravel <br />area (actually 2 in. crushed rock) planned which will reduce <br />the flow of water. Mayor Johnson asked if he had any kind of <br />a catch basin so that it doesn't trickle out onto County Rd. H. <br />Mr. Hall replied that the opening should be sufficient for <br />water to go underneath the road into Rice Creek. There will <br />be nothing lost in erosion on H. <br />Councilman Shelquist asked if the access road on County Rd. <br />H was going to become a channel. Mr. Hall replied that as of <br />right now it can be directed onto a ponding area. There may <br />be snow piled on the rock which is one reason why we decided <br />to put the rock in: a chance to have water seep out when it <br />comes. The Watershed District is concerned about erosion and <br />the weir is to catch the debris. Councilman Baumgartner <br />stated that the debris will end up in the rocks before it <br />gets to the weir. Your problem is going to be to keep it <br />clean. Mr. Hall stated that he hasn't had a debris problem <br />yet and is not anticipating one. <br />Mayor Johnson asked him how he proposed to keep the water <br />confined to his lot. Mr. Hall replied that he plans to slow <br />it down, not keep it on the lot. There will be about 15 feet <br />of sod and 15 feet of rock as a buffer between his land and <br />Herbst's. <br />Mayor Johnson stated that curb and gutter keeps the water <br />confined to the parking lot and controls where you want it <br />to run. Mr. Hall replied that he is open to recommendations, <br />just wants to do a nice job. If it looks nice he will put <br />it in. Mayor Johnson mentioned that Mr. Hall has a 2 or 3 <br />foot drop from his back door to where the blacktop starts, <br />going from the back of the building southwest and off of his <br />lot. There is no runoff to the east. <br />Mayor Johnson asked how many lineal feet there are around <br />the parking lot, and Mr. Hall replied that he had no idea but <br />approximately 1700 feet. <br />
