Councilman Shelquist stated that the Public Works Director has <br />greater responsibility supervisory -wise than an engineer. We <br />should leave the salary negotiable. <br />Mayor Johnson asked whether we want this man getting heavily <br />involved in work direction or keep him more attuned toward <br />development work and planning such as laying out a ring road <br />in District 2. Administrator Achen said that of the two tasks <br />I feel he would be responsible for 90 -95% of both. Mayor <br />Johnson agreed but said he was talking about where the emphasis <br />should be, 70% with what is going on with the city, etc. and 30% <br />supervision. <br />Administrator Achen explained the proposed development agreement <br />ordinance, which would be an amendment to Chapter 59, which will <br />be discussed further at the agenda meeting. <br />Administrator Achen further stated that the revised Public Health <br />Housing Code, Chapter 93, has been reviewed by the attorney. <br />Attorney Meyers said that on page 14(b) the word "owner" should <br />be added. Mayor Johnson stated that he would like a copy of it <br />for the next agenda meeting. <br />Administrator Achen stated that the city's Community Development <br />Block Grant Preapplication received a rather low rating from the <br />Metropolitan Council. However, we may revise the application between <br />the time they act on it and the time it goes to the Department <br />of Housing and Urban Development. The staff is currently working <br />on such a revision. By making this revision the Council is not <br />altering the substance of the application. <br />MSP (Baumgartner- Shelquist) to direct the staff to revise this <br />preapplication for the Community Development Block Grant funds <br />and authorize the mayor to sign this preapplication. <br />Administrator Achen stated that Mr. Gillespie of Bill and Ed's <br />Auto Sales has not responded to our letters and as of today has <br />removed all of his vehicles from the lot. He apparently has <br />discontinued operating that business at that site. <br />MAYOR JOHNSON'S REPORT: <br />5 ayes <br />Mayor Johnson read a letter from the Mounds View Senior Citizens <br />thanking the Mounds View Parks & Recreation Department. Also, <br />a thank you from Betty Wahl. He further mentioned a conference <br />on March 16 sponsored by the League of Women Voters of Minnesota, <br />if anyone were interested in attending. Mayor Johnson also <br />stated that the Mounds View Recreation Department has its new <br />activity schedule out for spring. It was left on the mailboxes <br />of residents of Mounds View, and he felt it would be better to <br />spend the time and money to mail it out after this. Further, the <br />League of Minnesota Municipalities' annual conference is in <br />Duluth June 9 -11, if anyone is interested in attending; and on <br />March 14 -16 there is a conference in Washington, D.C. No interest <br />was expressed in either. <br />
