-12- <br />Council then returned to item 12 on the agenda, proposed contract <br />with Midwest Planning & Research. David Licht appeared for Midwest <br />Planning and stated that a contract had been submitted. He <br />submitted a letter indicating that he would be the principal in <br />charge of any work done, assisted by Barbara Senness and Mark <br />Johnson. Mayor Johnson stated that the problem we are looking <br />at right now is the new bowling alley that is proposed. Mr. <br />Licht stated that they would approach the problem through working <br />with the staff, develop some alternatives and these can be <br />critiqued. There is evidence that you do need professional help. <br />Councilman Shelquist stated that we saw a new face every month <br />for two years when Midwest Planning was working with the Planning <br />Commission. Are you still experiencing a turnover? Mr. Licht <br />responded that the administration of Midwest Planning has changed <br />totally. When I commit myself you will see me. They have a <br />total staff of 25 now, with Mr. Licht in charge. Now there is <br />continuity. Councilman Baumgartner inquired about the 15 a mile <br />rate. Mr. Licht replied that 20c a mile is what we charge and <br />that is what it costs to operate. All communities pay 20 <br />that they work with now. <br />MSP ( Shelquist- Hodges) to authorize the mayor and administrator <br />to execute the contract with Midwest Planning and Research with <br />the mileage set at 15 per mile. 5 ayes <br />Mayor Johnson directed the administrator to write a letter to Mr. <br />Licht informing him that he is not to commence any work or incur <br />any charges whatsoever on behalf of the city unless it is directed <br />through the administrator. <br />Councilman Hodges had no report. <br />COUNCILMAN BAUMGARTNER'S REPORT: <br />Councilman Baumgartner stated that in the minutes of the Parks <br />and Recreation Commission there is a motion to approve a 5 -year <br />capital improvement plan for Mounds View Parks & Recreation. <br />Further, Doug Bryant presented a proposed trail system policy <br />to the Planning Commission; if storm water system coincides with <br />the trail system, they can be utilitized compatibly. <br />MSP (Baumgartner- Johnson) that where artificial channels must be <br />constructed to augment the natural drainage system, such channels <br />as well as the natural drainage ways may be planned as part of <br />a recreational trail system. Channels shall be designed to be <br />aesthetically compatible for recreational trail use. 5 ayes <br />MSP (Baumgartner - Hodges) that we accept the recommendations of the <br />Parksand Recreation Department and accept cash park and playground <br />dedications from Robert Waste, Schluter - Brogger, Lloyd Bardwell <br />and August Spitzer. 5 ayes <br />
